FitRep Cycle for SNCO and Officer
Annual reports plus event-driven occasionals. Every SNCO and officer carries a Reporting Senior and a Reviewing Officer relationship. APES drives the calendar. Late submission hurts the Marine, not just the writer.
Leader Steps
- Establish RS and RO relationships within 30 days of senior or junior change
- Conduct the initial counseling within the same window
- Track the annual reporting date for every MRO in your chain
- File occasional reports within the policy window after the trigger
- Close every cycle with the post-submission counseling
Three Roles in the Cycle
- Reporting Senior, RS. Writes the report. First substantive evaluator.
- Reviewing Officer, RO. Reviews the RS submission, concurs or non-concurs, adds RO comparative assessment.
- Marine Reported On, MRO. The Marine receiving the evaluation.

The policy windows are not suggestions. A late report harms the MRO's record more than it harms the writer.
The Initial Counseling Tie-In
MCO 1610.7MCO 1610.7 requires the initial counseling between RS and MRO. MCO 1610.7 Ch 3 MCO 1500.61MCO 1500.61 paragraph 4.c.(2) lists this counseling as one of the eight mandatory occasions. MCO 1500.61 4.c.(2) The counseling branch covers the session mechanics. The 30-day deadline applies.
A FitRep cycle without the initial counseling is a system already failing.
Calendar Discipline
Build a section calendar for every MRO under your responsibility.

Review weekly. A report inside 60 days of due is the time to start drafting, not the time to start panicking.
When Reports Stack
Multiple MROs hit annual dates within the same window. Plan for it.
- Schedule the writing block on the calendar 45 days out.
- Pull notebook entries during the writing block, not when the report is due.
- Sit with each MRO before submission, not after.
A writer with 8 reports due in one month and no writing block scheduled produces 8 weak reports.
Common Cycle Failures
- RS and MRO never sat for the initial counseling. The first FitRep arrives without context.
- Annual report drafted in the last 7 days. Quality drops. The MRO senses it.
- Occasional report skipped because the trigger felt minor. APES tracks the gap. The MRO eventually feels it at a board.
- Submission misses the window. PFC and OMPF retain the lateness. Future reviewers see it.
