GTCC During Travel
The GTCC is the default payment for official travel. Split disbursement ON, lodging and rental on the card, personal items off, voucher within 5 days. Coach proper use or the GTCC ages toward delinquency.

What the GTCC Covers
Per DoD GTCC policy, the Government Travel Charge Card covers expenses tied to official travel. DoDI 5154.31 V4
Authorized.
- Lodging at official travel locations.
- Rental car when authorized on the orders or DTS authorization.
- Air, rail, and other commercial transportation.
- Meals during travel (M&IE per diem covers meals; the card works for meal purchases).
- Incidental expenses tied to the trip (laundry on long TDY, baggage fees, parking).
- ATM cash withdrawal up to the policy ceiling for cash needs during travel.
Not authorized.
- Personal expenses unrelated to the trip.
- Family member expenses unless explicitly authorized.
- Expenses extending past the trip's return date.
- Personal entertainment.
A Marine charging a movie rental at the hotel pays back personally if the AO catches it. A Marine charging dinner with a non-traveling spouse splits the bill or covers personally.
Split Disbursement Default
Split disbursement routes the GTCC-charged portion of voucher payment directly to the GTCC issuing bank.
- Default in DTS should be ON.
- The Marine's bank receives any non-GTCC reimbursement (mileage, meal per diem differences).
- The GTCC pays down with the trip's reimbursement.
If split disbursement is OFF, the entire voucher payment lands in the Marine's bank account. The Marine must manually pay the GTCC. This is the most common cause of GTCC delinquency.
Coach the Marine to verify split disbursement is ON every trip. Coordinate with DTA if it defaults OFF.
ATM Cash Withdrawal Limits
GTCC includes ATM access for travel cash needs.
- Daily and trip cash withdrawal limits per policy.
- ATM transaction fees reimburse against the voucher if documented.
- Cash use is for authorized travel expenses only.
A Marine pulling cash for personal use violates the policy and ages toward administrative action.
GTCC Misuse Carries NJP Exposure

- Local dining while not in TAD status.
- Personal travel charges (vacation lodging, non-duty rental).
- Cash withdrawals for personal use.
- Family expense charges.

What Happens If the Marine Has No GTCC
Some Marines arrive at the section without an active GTCC. Coordinate with the unit APC.
- Apply for GTCC at the unit APC office.
- Standard versus restricted GTCC depends on credit status.
- Application processing typically takes 1 to 2 weeks.
- Marines with poor credit may receive a restricted GTCC with lower limits and travel-only use.
A Marine without GTCC at TAD time uses alternative payment (personal card, advance pay, unit-procured tickets) per APC guidance. Coordinate before the trip.
Pre-Trip GTCC Check
Before TAD departure.
- Card active.
- No delinquency.
- Sufficient credit limit for projected lodging and rental.
- Recent statement reviewed for any holdover charges.

During Travel
- All travel expenses on the GTCC by default.
- Save every receipt over the JTR threshold (verify current threshold with S-1).
- Daily expense capture in DTS or phone scans.
- Keep personal expenses separate (different card or cash).
Post-Trip
- Voucher submitted within 5 working days of return.
- Split disbursement verified ON before submission.
- Receipts attached.
- Travel pay routes to GTCC at voucher payment.

Common GTCC Use Failures
- Personal expense charged. AO catches at voucher review or APC catches in cycle audit.
- Split disbursement off. Travel pay arrives at bank, GTCC ages.
- Voucher delayed. GTCC posts before pay returns.
- Marine maxes the card mid-trip. Card declined at hotel checkout, embarrassment plus expense.
