Routing Resources Map
Chaplain, behavioral health, MFLC, SAPR, FAP, DAPA, NMCRS, CFS, EFMP, SLO. Each resource fits a specific need. The section leader knows the map cold and routes without hesitation.
Leader Steps

Building the Section Contact List
For each resource, capture.
- Name of point of contact.
- Phone number (office and cell if appropriate).
- Email.
- Office location.
- Hours and walk-in availability.
- Referral process.
Print and laminate. Keep in the leader notebook. Update annually or when contacts change.
When Multiple Resources Apply
Many indicators fit more than one resource.
- Marine in financial distress also showing mental health risk. Refer both CFS and Behavioral Health.
- Marine in family conflict also showing alcohol use. Refer both FAP/MFLC and DAPA.
- Marine returning from deployment with multiple readjustment indicators. Behavioral Health, Chaplain, FRO.
Refer to the primary indicator's resource first. Layer the secondary as the Marine engages.
When the Marine Resists One Resource
If a Marine declines Behavioral Health, offer Chaplain.
- Lower threshold.
- Broader confidentiality.
- May refer to Behavioral Health with the Marine's consent later.
The Chaplain can be a bridge. Some Marines will not walk into Behavioral Health alone but will walk into the Chapel.
Confidentiality Awareness
Brief the Marine on the confidentiality of each resource.
- Some are clinical with mandatory reporting on specific indicators.
- Some are non-medical without mandatory reporting.
- Some are administrative without confidentiality protection.
- Some have special protections (SAPR restricted reporting).
A Marine choosing the right resource for the situation depends on accurate confidentiality understanding.
Routing Without Assumption
Some indicators look like one thing and are another.
- Financial distress may be hiding gambling addiction.
- Mental health withdrawal may be grief.
- Performance decline may be substance abuse.
- Family stress may be domestic violence.
Refer to the most likely fit. Trust the resource professional to identify other layers and refer accordingly.
Coordinating With Chain
Some referrals warrant chain awareness, others do not.
- SAPR. Specific reporting protocols protect the survivor's choices.
- Behavioral Health. Chain awareness as appropriate to operational need.
- FAP. Chain awareness per program protocols.
- Financial. Chain awareness if operational impact (security clearance, deployment).
Brief the Marine on chain awareness before referring.
Quarterly Section Resource Brief
Once a quarter, brief the section.
- The resource set.
- Specific points of contact.
- Confidentiality of each.
- Common indicators and the right routing.
- The Marine's choice in engaging.
Marines who know the resources before they need them use them earlier.
Common Routing Failures
- Section leader does not know the resource set.
- Marine referred to wrong resource for the indicator.
- Confidentiality not briefed, Marine avoids the resource.
- Single referral made, no follow-up.
- Chain not coordinated when chain involvement matters.
