Command Climate Flags
Command climate degrades through patterns the section leader sees first. Spike in NJPs, drop in retention, complaints to IG, sustained morale decline. Surface the patterns to the chain.
Leader Steps
- Watch for command climate indicators across the section
- Surface patterns to the chain at the appropriate level
- Coordinate with the chain on Command Climate Survey timing
- Document observations honestly without over-interpretation
- Support climate improvement initiatives the chain directs
Indicators of Climate Degradation
Across a section or unit.
- Spike in NJPs over a 90-day window.
- Drop in retention or reenlistment intent.
- Increase in IG complaints.
- Increase in Article 138 complaints.
- Pattern of negative FitRep submissions.
- Sustained morale decline observable in section life.
- Increase in unauthorized absence cases.
- Increase in mental health referrals.
- Pattern of leadership complaints in 360 feedback or surveys.
A single indicator may be noise. A pattern is signal.
What the Section Leader Sees First
You sit closer to the Marines than the commander. You hear what Marines say in the workspace. You see who is engaged and who has checked out. You read the section temperature daily.
The chain reads the climate from quarterly briefs and surveys. You read it in real time.
Surfacing to the Chain
When you see the pattern.
- Document specific observations with dates.
- Coordinate with peer leaders to triangulate.
- Brief your immediate senior with the pattern.
- The senior decides whether to escalate further.
- Coordinate timing with command climate survey if applicable.
A pattern surfaced through the chain protects both the Marines and the chain's responsiveness.
When the Pattern Indicates the Chain Is the Problem
Difficult position. The chain may be part of the climate issue.
- Document carefully and factually.
- Engage the next-higher chain or peer leadership.
- IG and Article 138 paths exist for genuine concerns.
- Coordinate with chaplain or trusted senior outside the chain for personal guidance.
A leader complicit in a degraded climate by silence becomes part of the pattern.
Command Climate Survey Coordination
The Marine Corps runs Command Climate Surveys per DoDI 1350.02DoDI 1350.02 and current orders.
- Brief the section on participation.
- Encourage honest responses.
- Do not coach specific answers.
- Receive the results and any directed actions.
Survey results often surface the pattern formally that the section already knew informally.
Documenting Honestly
When documenting climate observations.
- Specific events and dates.
- Observable behaviors.
- Quotes where the source consents to attribution.
- Pattern, not anecdote.
Avoid.
- Interpretation as fact.
- Speculation about motivation.
- Editorializing.
- Hearsay without context.
A documented pattern carries weight. A documented opinion does not.
Climate Improvement Initiatives
When the chain directs improvement initiatives.
- Support implementation at the section.
- Brief the section on the why.
- Track participation and outcomes.
- Surface continued issues if the initiative is not landing.
Climate change is multi-month work. The section leader's consistent support drives the change.
When Climate Improves
Recognize the shift.
- Brief the section on what changed.
- Reinforce the behaviors driving the improvement.
- Document the trajectory.
- Surface as a positive pattern to the chain.
Negative patterns get surfaced. Positive patterns deserve the same attention.
Common Climate Recognition Failures
- Pattern observed but never surfaced because "the chain already knows."
- Anecdote elevated to pattern without triangulation.
- Climate survey treated as administrative requirement, not real signal.
- Section leader complicit in degraded climate by silence.
- Improvement initiatives implemented without communicating the why.
Where to Go Next
- Wellness overview for the broader risk framework.
- Counseling pitfalls for the upstream individual patterns.
- Personnel leadership for the section-level work.
