Meritorious Promotions
Plain-language walkthrough of meritorious promotions. The CMC promotes exceptionally well-qualified Marines outside the regular promotion system in recognition of outstanding leadership and performance. Multiple meritorious programs include SDA, Non-SDA, Reserve, SMCR, PSR, EAD, Combat Meritorious, MCCAP, and Drill Instructor / Recruiter of the Year. Meritorious is limited to MSgt (1stSgt and above are NOT authorized). Minimum TIG is waived but TIS is mandatory. Meritorious is not a reward (use awards instead). The Marine must demonstrate capability to discharge the responsibilities of the higher grade. Per MCO P1400.32D Chapter 4.

Meritorious promotions are CMC-authorized promotions outside the regular promotion system. They recognize exceptionally well-qualified Marines whose performance is superior to that of their peers, OR they recognize specific meritorious actions. Meritorious is NOT a reward. The Meritorious Philosophy
Per MCO P1400.32DMCO P1400.32D Chapter 4, the CMC promotes exceptionally well-qualified Marines through means OTHER than the regular promotion system in recognition of outstanding leadership and performance.
The Two Bases for Meritorious
1. Superior Performance vs Peers
The Marine's performance of duty, in comparison with all known Marines of the same grade WITHOUT regard to MOS or OccFld, must be SIGNIFICANTLY superior to peers in order to merit promotion over other qualified Marines in that grade.
2. Specific Actions or Superior Achievement
Specific actions or superior achievement justifying promotion outside the regular cycle.
NOT Used as Reward
Per MCO P1400.32DMCO P1400.32D Chapter 4, meritorious promotions are NOT used as rewards. When a personal commendation or award is appropriate, use the award framework instead.
Capability Requirement
A meritorious promotion must be based on the Marine's demonstrated capability to discharge the responsibilities and duties of the higher grade in a satisfactory manner.
Eligibility Criteria (Common to All Meritorious Promotions)
TIG Waiver
Minimum TIG (time in grade) requirements are WAIVED for meritorious promotions.
TIS Mandatory
Minimum TIS (time in service) requirements are MANDATORY. Per MCO P1400.32DMCO P1400.32D paragraph 1202.
Grade Limit
Meritorious promotions are NOT authorized above MSgt. Meritorious promotions to MSgt are limited to the Drill Instructor and Recruiter of the Year programs. Meritorious promotion to 1stSgt is NOT authorized.
Performance Determination
Determination of eligibility for meritorious promotion is based on.
- The performance of the Marine as reported in the commander's recommendation.
- The Marine's military record.
The Eight Meritorious Programs
Program 1. SDA (Special Duty Assignment)
For Marines in Special Duty Assignments. Allocation MARADMIN released semi-annually (1st and 2nd semi-annual).

- 1st Semi-Annual Allocations MARADMIN. October. Approval MARADMIN. December. Promotion Date. 2 January.
- 2nd Semi-Annual Allocations MARADMIN. April. Approval MARADMIN. June. Promotion Date. 2 July.
Program 2. Non-SDA
For Marines NOT in Special Duty Assignments. Annual allocation.

Program 3. Reserve
For Reserve Marines. Annual allocation.
Program 4. SMCR (Selected Marine Corps Reserve)

For Marines on EAD orders.

Procedure
Commanding Generals submit recommendations by naval correspondence to MMPB-11. The recommendation includes detailed justification and information about.
- The qualifying act.
- The Marine's performance.
- Leadership ability and accomplishments.
Schedule
- 1st and 2nd Quarter MARADMIN. October.
- 3rd and 4th Quarter MARADMIN. March.
- Inactive (no quarterly cycle, varies based on command submission).
Marines are promoted within their designated quarter per their command's request.
Program 8. MCCAP (Marine Corps Combined Awards Program)
For Marines who win specific Marine Corps awards. No allocation MARADMIN. No approval MARADMIN.
Promotion Date
2 October (typical).
Non-Combat Meritorious
In addition to the eight programs above, MCO P1400.32DMCO P1400.32D authorizes Non-Combat Meritorious promotions.
What Non-Combat Meritorious Is
For meritorious action in a non-combat scenario based on a single meritorious act.
Procedure
Commanders submit recommendations by naval letter to MMPB-11. The recommendation includes.
- Detailed justification.
- Information about the qualifying act.
- The Marine's performance.
- Leadership ability and accomplishments.
SNCO Meritorious Messages
SNCO meritorious promotions are announced through MARADMINs published by the CMC.
Criteria for SNCO Meritorious Recommendations
Commanders are guided by but not limited to.
- The Marine has completed the required PME for the grade to which being recommended.
- The Marine's performance of duty (compared to all known Marines of the same grade without regard to MOS or OccFld) must be SIGNIFICANTLY superior to peers.
- The level and type of duty performed within the individual's MOS or OccFld AND outside the MOS or OccFld must be CLEARLY superior to peers.
- Superior performance on unusual assignments that reflects favorably upon the Marine Corps.
Drill Instructor and Recruiter of the Year
The two specific programs authorizing meritorious promotion to MSgt.
Drill Instructor of the Year
Per MCO P1400.32DMCO P1400.32D, Drill Instructor of the Year program supports meritorious MSgt promotion.
Recruiter of the Year
Per MCO P1400.32DMCO P1400.32D, Recruiter of the Year program supports meritorious MSgt promotion.
Why MSgt Cap
Per MCO P1400.32DMCO P1400.32D Chapter 4, meritorious promotions to MSgt are limited to these two specific programs. Meritorious promotion to 1stSgt is NOT authorized.
CMC Delegation Framework
Per MCO P1400.32DMCO P1400.32D, under certain specific circumstances, the CMC may delegate authority to effect meritorious promotions to specific grades.
Normal Delegation
Authority is already delegated to commanders for some grades.
CMC Direct Authority
Normally, the CMC will NOT delegate authority to effect meritorious or accelerated promotions to the grades of SSgt and above.
CMC Approval Required
For SSgt and above meritorious promotions, the CMC retains direct approval authority.
Approval and Effective Process
CMC Approval
Upon approval, the CMC publishes a CONGRATULATORY MARADMIN authorizing commanders to effect the promotions.
MMPB-11 Action
MMPB-11 inputs the meritorious promotion entries into MCTFS.
Promotion Effective
Promotion is effective the date specified in the CMC's congratulatory MARADMIN.
Junior Enlisted Meritorious (5 Percent Rule)
For junior enlisted (PFC, LCpl, Cpl), the 5 percent rule applies for school honor graduates.

Common Meritorious Promotion Scenarios
Scenario 1. Outstanding SDA Performance
Marine on a Special Duty Assignment performs at a level significantly superior to peers.
- Path. SDA Meritorious.
- Action. Command submits recommendation per the SDA allocation MARADMIN.
- Result. CMC approves; promoted on the SDA promotion date.
Scenario 2. Combat Meritorious Action
Marine performs heroically under combat conditions.
- Path. Combat Meritorious Promotion Program.
- Action. Commanding General submits naval correspondence to MMPB-11 with detailed justification.
- Result. Promoted within the designated quarter per command request.
Scenario 3. Single Non-Combat Meritorious Act
Marine performs a single act demonstrating exceptional capability.
- Path. Non-Combat Meritorious.
- Action. Commander submits naval letter to MMPB-11.
- Result. CMC approves and promotion is effected.
Scenario 4. Drill Instructor of the Year
Marine wins Drill Instructor of the Year.
- Path. Drill Instructor of the Year Program.
- Action. Marine receives the award through MCRC and Marine Corps recognition channels.
- Result. Eligible for meritorious MSgt promotion.
Scenario 5. School Honor Graduate (Junior Enlisted)
PFC graduates as honor graduate of formal school with class size of 40 or more.
- Path. 5 percent rule junior enlisted meritorious.
- Action. School submits per the 5 percent rule. Number of promotions = class size × 5 percent (round down).
- Result. PFC promoted to LCpl meritoriously.
Common Mistakes
Mistake 1. Confusing Meritorious With Award
Meritorious is for Marines who can perform at the next grade. Awards are for recognition of specific accomplishments. Use the right tool.
Mistake 2. Skipping PME Requirement
Even meritorious promotions require PME complete for the grade to which being recommended.
Mistake 3. Trying to Meritoriously Promote to 1stSgt
Meritorious promotion to 1stSgt is NOT authorized. Limited to MSgt for the two specific programs (DI/Recruiter of the Year).
Mistake 4. Missing the Allocation MARADMIN Window
Meritorious programs follow specific schedules. Submit recommendations early to align with allocation MARADMINs.
Mistake 5. Inadequate Justification
Vague recommendations result in rejection. Detailed justification with specific examples of superior performance is required.

What does "without regard to MOS or OccFld" mean?
Meritorious recommendations compare the Marine to ALL Marines of the same grade, not just those in the same specialty. The Marine must be superior across the broader population.
How does the approval process work?
Command submits recommendation. CMC reviews. Upon approval, CMC publishes a congratulatory MARADMIN. MMPB-11 inputs entries into MCTFS. Promotion effective per the MARADMIN.
When are meritorious MARADMINs released?
SDA. October (1st semi-annual) and April (2nd semi-annual). Non-SDA. October. Combat Meritorious. October (1st-2nd Qtr) and March (3rd-4th Qtr). Reserve. October. MCCAP. None (no allocation cycle).
Can I be both SDA Meritorious AND Combat Meritorious?
The two programs are distinct. A Marine generally falls into one or the other based on the basis for the meritorious recommendation. Coordinate with the chain of command.
Why is meritorious to 1stSgt not authorized?
Per MCO P1400.32DMCO P1400.32D Chapter 4 paragraph governing the framework. The 1stSgt grade requires the formal SNCO selection board process.
