The Marine Corps holds four SNCO selection boards annually. SgtMaj/MGySgt, GySgt, SSgt, and Reserve SNCO. Each board operates in three phases. Pre-board (data collection, eligibility validation, case folder preparation). Board (case briefs, Discrepancy Notices, IMOS/OCCFLD voting). Post-board (verification, MARADMIN release). Annual Board Schedule
The Marine Corps holds FOUR SNCO selection boards annually. The general schedule (varies by FY).

Board Convening Dates Are Not Guaranteed
Per MMPB-11, although convening dates are usually consistent year to year, there are no guarantees. Marines should not assume a board will convene at the same time as the prior year.
Board Composition
Per MCO P1400.32DMCO P1400.32D Chapter 3 and MCBul 5420.
Membership
- 1 Colonel as President.
- 20 other voting board members.
- 21 voting members total (including the president).
- 3 recorders (officer or enlisted) for administrative support.
Cross-Section Representation
Board members reflect a true cross-section of the Marine Corps with representation from aviation, combat service support, and combat arms occupational fields.
Member Selection
The Officer Assignment Section (MMOA-3) solicits board membership per the guidance in MCBul 5420. The Director, Personnel Management Division approves the membership.
What the Enlisted Promotion Section Does
MMPB-11 manages the eligible population, instructs, guides, and provides administrative support to the selection board. MMPB-11 personnel do NOT sit as members of SNCO selection boards.
Three Phases
Phase 1. Pre-Board
The Enlisted Promotion Section coordinates with other agencies collecting data for the board. Approximately 60 days before the board (active duty) or 90 days (reserve).
Data Collected
- Zones and allocations from MPP-20 (active) or RAP (reserve).
- Adverse information from MIF (NJPs, courts-martial, BCP assignments).
- Separation/retirement status from MMSR.
- Career denial codes (RE-30) from MMEA.
- Nonresident PME completion from MCI.
- Warrant officer/MECEP non-competitive enrollment from MCRC.
Case Folders Prepared
Each eligible Marine has a folder containing.
- Fitness reports not in OMPF.
- Photograph (if received) - Note. Photos no longer required for SNCO boards as of October 2021.
- Update material the Marine forwarded under signed cover letter.
Convening MARADMIN Released
Approximately 60 days (active) or 90 days (reserve) before the board, MMPB-11 publishes the convening MARADMIN with initial zones and allocations.
Refined Zones and Allocations
Approximately 30 days (active) or 45 days (reserve) before the board, MPP-20 or RAP provides refined data. MMPB-11 publishes Change 1 to the convening MARADMIN.
Precept Signed
The Director, Personnel Management Division signs the precept (the Commandant's rules of engagement for the board) before the convening date.
Phase 2. Board
The board convenes (typically Wednesday).
Briefs and Training
Recorders arrive 2 days before convening. Board members arrive on the convening date. Members receive briefings from.
- Head, Promotion Branch.
- Director, Personnel Management Division.
- Sergeant Major of the Marine Corps.
- Personnel Sergeant Major of the Marine Corps.
Members are trained on the digitized boardroom application and selection board procedures.
Case Distribution
The computer randomly distributes case files (above zone and in zone) among the board members. The president receives all below-zone cases.
Case Brief Preparation
Each board member reviews the OMPF of assigned Marines and prepares detailed briefs.
Discrepancy Notices (DNs)
During the prep phase, board members may need additional information to brief a case. The briefer submits a DN.
DN Examples
- Missing fitness reports.
- Clarification of date gaps.
- Certification of photo info.
- Verification of PME completion.
DN Process
- The board recorder researches the request using MCI, MMSB, MCTFS, and other sources.
- Fitness report DNs are submitted to MMSB. 72-hour response time.
- After 72 hours, the recorder informs the briefer of completed DNs. The briefer can require continued pursuit of uncompleted DNs.
Incomplete Cases
Per MCO P1400.32DMCO P1400.32D, if the board determines a Marine's case is incomplete but sufficient information is available to make a valid recommendation, the Marine will be considered for selection. Marines in this situation are NOT entitled to remedial consideration based on missing material updated after the board.
Voting
Once all cases are briefed, the board votes.
Voting Procedure
- Vote is by IMOS for active duty USMC and Active Reserve, by OCCFLD for SMCR and IRR.
- Only the number of allocations for each IMOS or OCCFLD may be selected.
- Voting is anonymous. Each member submits "yes" or "no" for each Marine.
- Eligible Marines with the highest "yes" vote count for the assigned allocations in each IMOS or OCCFLD are selected.
Below Zone Selections
Below zone Marines DO have a chance for selection. Up to 10 percent of the allocation or 2 selections (whichever is greater) may be selected from below zone at the president's discretion.
Phase 3. Post-Board
The board verifies selects and non-selects. MMPB-11 publishes the official board report and prepares the executive summary.
Outcall Scheduled
An outcall is scheduled with the Deputy Chief of Staff, Manpower and Reserve Affairs / Director, Personnel Management Division.
MARADMIN Prepared
The select MARADMIN is prepared. Once the outcall is completed, the board report and select MARADMIN are forwarded to the Director, Personnel Management Division for signature and release.
MARADMIN Release Timeline
The selection MARADMIN is normally released within 48 hours after the board has adjourned.
Confidentiality
Members of the Promotion Branch are NOT authorized to release names of selects or non-selects. The select MARADMIN is NOT posted to the Promotion Branch website until 48 hours after release.
Zones
Above Zone
Marines who were eligible for selection in prior years but were not selected. Above zone Marines receive FULL consideration alongside in-zone Marines. There is NO minimum or maximum allowable number that may be selected from above zone.
In Zone (Promotion Zone)
Marines who are first-time eligible for selection. The promotion zone may be either extended or reduced during the board. Review the select MARADMIN for zone and allocation changes.
Below Zone
Marines who would be eligible the following year. The below zone is normally an estimate of the next year's promotion zone. Up to 10 percent of allocations or 2 selections (whichever is greater) may be selected from below zone at the president's discretion.
Accelerated Fitness Reports
An accelerated fitness report for Sergeants and Staff Sergeants places a Marine in the below zone population if the Marine is not already in one of the three eligibility zones. Identification depends on compliance with reporting procedures, timely submission to MMPB-23, and the existence of a below zone for that IMOS.
Alternate Selection List
To minimize shortfalls in the force, an alternate list MAY be created for a board when the full allocation for a PMOS cohort is fulfilled.
SSgt Alternate List DISCONTINUED Effective FY27 (MARADMIN 222/26)
Per MARADMIN 222/26MARADMIN 222/26 paragraph 3.c (14 May 2026), the Staff Sergeant Promotion Board Alternate Selection List is DISCONTINUED effective Fiscal Year 2027 (FY27). The FY27 SSgt Promotion Selection Board will NOT select alternates.
What Replaces the Alternate List
Per MARADMIN 222/26 paragraph 2.c, the alternate list is replaced by an adjusted annual promotion allocation model. Promotion allocations are adjusted based on population shortfall forecasts. The change streamlines the promotion process and enhances the Marine Corps' ability to produce the required number of Staff Sergeants.
Application
Per MARADMIN 222/26 paragraph 4.b, the elimination of alternate selects applies only to the Active Component and Active Reserve. The change does not apply to SMCR.
Other SNCO Boards
The Alternate Selection List framework remains in effect for the GySgt, MSgt/1stSgt, and SgtMaj/MGySgt boards. MARADMIN 222/26 only addresses the SSgt board.
Through the FY26 SSgt Board
The Alternate Selection List framework below remains in effect through the FY26 SSgt Promotion Selection Board cycle.
Per MARADMIN Paragraph 6 (Selection MARADMINs)
6.a. Draw Case Code AS
The board selects alternates. MMPB-11 reports the draw case code "AS" for all alternate selects.
6.b. Notification
MMPB-11 notifies alternates of their selection via.
- Marine Online (MOL) message.
- Alphabetized list of alternates posted on the Enlisted Promotions Unit website.
6.c. No Failure of Selection
Alternates do NOT incur a failure of selection. A letter annotating selection as an alternate posts to the Marine's OMPF.
6.d. No Seniority Number Until Activation
Marines selected as alternates will NOT have a seniority number reported in MCTFS. Once an alternate is activated, MMPB-11 assigns seniority numbers based on service requirements.
If activated, alternates promote AFTER the primary select list clears.
6.e. OBS Within 30 Days of Activation
Alternates must gain OBS within 30 days of activation notification. The Obligated Service (OBS) and Reenlistment for Promotion leaf covers OBS framework.
6.f. PCA or PCS Implications
Alternates may receive Permanent Change of Assignment (PCA) or Permanent Change of Station (PCS) orders based on service requirements. All assignment policies remain in effect related to OBS and PCA/PCS orders.
When Alternates Are Activated
Per MMPB-11, alternates are activated when shortfalls in the primary select list emerge (e.g., primary selects who refuse appointment, separate, retire, or otherwise are removed from the list).
What Activation Means
When activated, the alternate becomes a primary select. MCTFS reflects the seniority number. The alternate is bound by the same OBS, PCA/PCS, and other requirements as primary selects.
What Boards See vs Do Not See
Board Sees
- OMPF (FITREPs, awards, schools, etc.).
- MCTFS data (rifle, pistol, PFT, awards, schools).
- Case folder material (FITREPs not in OMPF, photo if received pre-2021, update material from Marine).
- Adverse material (regardless of how minor).
- Below zone records (selectable up to 10 percent or 2 selections).
Board Does NOT See
- Duty status codes.
- Strength category codes.
- Draw case codes.
- Pending legal or administrative actions.
Boards Review the Entire Record
The board reviews and considers a Marine's entire military record from private to current rank.
CY26 Special Program and Slating Boards (MARADMIN 224/26)
Per MARADMIN 224/26MARADMIN 224/26 (14 May 2026), the Marine Corps Manpower Management Division announced the CY 2026 USMC enlisted board and panel schedule.
Scope
These boards and panels are NOT promotion selection boards. They slate or assign Marines to FY27 and FY28 requirements for special programs, B-billet billets, fellowships, and accession opportunities. Promotion to SSgt, GySgt, MSgt/1stSgt, and SgtMaj/MGySgt remains governed by the annual promotion boards covered elsewhere in this leaf.
Application
Per MARADMIN 224/26 paragraph 5, the schedule applies to the Active Component. Convening dates may shift slightly. Individual MARADMINs publish prior to each board and panel with specific eligibility and coordinating instructions.

Personal Responsibilities
Per MARADMIN 224/26 paragraph 3, each Marine is personally responsible for ensuring the accuracy and completeness of their Official Military Personnel File (OMPF) and Master Brief Sheet (MBS) before the date the board or panel convenes.
- Use the OMPF-Record Management Application (O-RMA) for the most expeditious OMPF and MBS review.
- Refer to MCO P1070.12K (IRAM) to determine what documents are appropriate for inclusion in the OMPF.
- Verify any OMPF or MBS additions or deletions within the 12-month window.
- Per MARADMIN 582/25, boards and panels evaluate OMPF photographs. Maintain a current photograph in the OMPF.

Obligated Service Requirement
Per MARADMIN 224/26 paragraph 4, each of these opportunities requires the Marine to meet the associated obligated service (OBS) requirement. Marines who do not currently possess sufficient retainability submit a reenlistment or extension request through the Total Force Retention System (TFRS) under the current retention campaigns. The submission and approval occur prior to execution.

Solicitation MARADMINs
Per MARADMIN 224/26 paragraph 2, solicitation MARADMINs publish for each board and panel respectively with specific eligibility requirements and coordinating instructions. Each MARADMIN has specific deadlines and requirements and is adhered to accordingly. Marines targeting a panel review the panel-specific MARADMIN for details.
Things to Remember
Communicate Through the Right Channels
You compete by IMOS or OCCFLD. Material is submitted through.
- Personal correspondence to the board president (signed cover letter, 10-day deadline).
- MMPB-11 for general updates.
- MMPB-22 (Records) for OMPF corrections.
- MMPB-23 (PES) for fitness report corrections.
Material Sent to Board Is Destroyed After
Personal correspondence sent to the board is destroyed upon board adjournment. It does NOT become part of the OMPF. The Selection Board Preparation (Records and Materials) leaf covers this.
Photos Not Required Since October 2021
SNCO selection boards no longer receive paper or digital photos.
Confidentiality of Reasons for Non-Selection
The Enlisted Promotion Section does NOT know why a Marine is not selected. A reason for non-selection is NOT noted beside an individual's name. Non-selection reflects the majority opinion of board members that a Marine's record was not as competitive as the records of those selected.

Do CY26 special program panels apply to the Reserve Component?
Per MARADMIN 224/26 paragraph 5, the schedule applies to the Active Component only.
How am I notified if I am an alternate?
MOL message and alphabetized list posted on the Enlisted Promotions Unit website. A letter annotating alternate selection posts to your OMPF.
Do alternates incur a failure of selection?
No. Per Selection MARADMIN paragraph 6.c, alternates do NOT incur a failure of selection.
When does an alternate promote?
When activated. Alternates promote AFTER the primary select list clears. Once activated, alternates must gain OBS within 30 days of activation notification.
When are board results released?
Within 48 hours of board adjournment. The Promotion Branch website posts the select MARADMIN 48 hours after release.
Why was I not selected?
The Enlisted Promotion Section does not know specific reasons. The board majority determined other Marines' records were more competitive. Coordinate with MMEA-64 (Enlisted Career Counseling) for guidance on improving competitiveness.
