Standard vs Restricted IBAs
Plain-language walkthrough of the two GTCC Individually Billed Account (IBA) types. Standard IBAs go to applicants with FICO 660 or above with default limits of $7,500 credit, $250 cash, and $250 retail. Restricted IBAs go to applicants with FICO below 660 (or DD Form 2883 path) with default limits of $4,000 credit, $250 cash, and $100 retail. Two types of Individually Billed Accounts (IBAs) exist. Standard and Restricted. The type you receive depends on your FICO credit score result during the application process. FICO 660 or above gets you a Standard IBA. FICO below 660 (or applying via the DD Form 2883DD Form 2883 alternate path) gets you a Restricted IBA. Default credit limits differ. Standard is $7,500 credit, $250 cash, $250 retail. Restricted is $4,000 credit, $250 cash, $100 retail. Both cards look identical. How Citibank Determines Card Type
Per DoDI 5154.31DoDI 5154.31 Vol 4 and the DTMO application framework, Citibank performs a soft-pull credit check during the application process unless the applicant declines.
Soft-Pull Credit Check
The soft-pull does NOT affect the applicant's credit score. The result determines card type.
- FICO 660 or above. Standard IBA.
- FICO below 660. Restricted IBA.
FICO Score Confidentiality
The FICO score is NOT shared with the cardholder or the APC during the application process. Citibank communicates only the card type approval, not the underlying score.
DD Form 2883 Alternate Path
If the applicant declines the soft-pull, the applicant completes DD Form 2883DD Form 2883 (Alternate Credit Worthiness Evaluation). All responses must be affirmative. Affirmative DD Form 2883DD Form 2883 results in a Restricted IBA.
Standard IBA Default Limits
A Standard IBA carries the following default limits.
Credit Limit
$7,500 total monthly credit limit. This is the maximum cumulative authorized charge balance per billing cycle.
Cash Advance Limit
$250 per billing cycle. Cash advances are reserved for ATM withdrawals during travel when card use is impractical.
Retail Purchase Limit
$250 per billing cycle. Retail purchases cover one-off authorized expenses (e.g., emergency travel supplies).
Use Cases for Standard IBA
- Frequent TDY travelers with diverse expense profiles.
- Marines on extended TDY (over 30 days).
- Marines on PCS with substantial travel costs (POV mileage stops, en route lodging).
Restricted IBA Default Limits
A Restricted IBA carries the following default limits.
Credit Limit
$4,000 total monthly credit limit. Lower than Standard.
Cash Advance Limit
$250 per billing cycle. Same as Standard.
Retail Purchase Limit
$100 per billing cycle. Lower than Standard.
Use Cases for Restricted IBA
- New cardholders with limited credit history (typical for entry-level Marines).
- Cardholders applying via DD Form 2883DD Form 2883.
- Cardholders rebuilding credit after past financial issues.
Identical Card Appearance
Per DTMO, Standard and Restricted IBAs are identical in physical appearance. The card.
- Bears the cardholder's name.
- Shows the 16-digit account number.
- Carries the GSA SmartPay branding.
- Has the same expiration cycle.
The card type is NOT printed on the card. Cardholders verify their card type through CitiManager or by asking the APC.
Temporary Limit Raises for Mission Needs
Per DoDI 5154.31DoDI 5154.31 Vol 4, credit and cash limits on either card type can be raised temporarily when justified by mission needs. The increase is.
- Validated by the commander or supervisor.
- Coordinated through the APC.
- Bounded by a specific time period (typically the duration of the TDY or PCS).
- Reverted to the default limit at the end of the period.
Common Mission Critical Status Triggers
- Long-term TDY with elevated lodging costs.
- OCONUS PCS with anticipated extended travel delays.
- Mission-critical short-notice deployments.
- Group travel coordination.
Mission Critical Status Code
The APC places the account into Mission Critical (MC) status during the elevated-limit period. The status reverts to standard at the end of the mission window.
How to Request a Limit Raise
- Marine identifies the need for the higher limit (e.g., 30-day TDY at a $300/night locality).
- Marine submits the request to the APC with supporting documentation (TDY orders, lodging estimate).
- Commander or supervisor validates the request.
- APC adjusts the limit in CitiManager.
- Marine confirms the limit raise is active before incurring the elevated expenses.
Cash Advance Use Rules
Cash advances on either card type are limited to.
- ATM withdrawals during travel when card use is impractical.
- Locations where merchants do not accept cards.
- Specific authorized expense categories per JTR (e.g., gratuities, small incidental expenses).
Cash advance fees apply (typically 3 percent of the advance amount). The Marine reconciles cash advances against the travel voucher with receipts where required.
Mission Critical Cash Advance Increases
For OCONUS or remote TDY where cash use is operationally necessary, the APC may temporarily raise the cash advance limit. Same Mission Critical framework as credit limit raises.
Reading Your Card Type in CitiManager
To verify your card type.
- Log in to CitiManager at https://home.cards.citidirect.com/.
- Navigate to Account Information.
- Card type displays as "Standard" or "Restricted."
Or call Citi customer service at 1-800-200-7056 and ask the representative to confirm the card type.
Upgrading From Restricted to Standard
A cardholder issued a Restricted IBA may request consideration for upgrade to Standard after demonstrating responsible use.
Typical Upgrade Path
- 12 months of on-time payment history.
- No misuse incidents.
- No suspension or cancellation history.
- Documented improvement in credit profile (cardholder may request a re-evaluation).
The APC initiates the upgrade request to Citibank. Approval is at Citibank's discretion based on updated credit information.
No Automatic Upgrade
Upgrades are NOT automatic. The cardholder requests the review through the APC.
Common Questions Marines Ask
How do I know if my card is Standard or Restricted?
Log in to CitiManager and check Account Information, or call Citi customer service at 1-800-200-7056. The card itself does NOT display the type.
Can I see my FICO score from the GTCC application?
No. Citibank does not share the FICO score with the cardholder or the APC during the application process.
What if my Restricted card limit is too low for my upcoming TDY?
Request a temporary limit raise through your APC. Provide TDY orders and a lodging estimate. The commander validates the need. The APC raises the limit through Mission Critical status.
How long do temporary limit raises last?
Typically the duration of the mission (TDY length or PCS travel period). The limit reverts to the default at the end of the mission window.
Can my Restricted card be upgraded to Standard?
Yes, after demonstrating responsible use over 12 months of on-time payment with no misuse. Request the upgrade through your APC. Citibank reviews credit information and approves at its discretion. Not automatic.
What is the cash advance fee?
Approximately 3 percent of the cash advance amount. Cash advances are reserved for travel-related use only.
Why are the Restricted limits lower?
