Active Duty Training (ADT) and Annual Training (AT)
ADT and AT are reservist active duty performed for training purposes. AT is the annual two-week training period. ADT extends beyond AT for specific training. Both process through MROWS with active duty pay rates.

What ADT and AT Are
Per MCRAMM Chapter 3 Section 3, Active Duty for Training (ADT) is reservist active duty performed for the primary purpose of training. Annual Training (AT) is a specific subset of ADT with annual recurrence.
These differ from regular drill in three critical ways.
- The reservist is in active duty status (BAH, BAS, full active pay).
- Orders process through MROWS, not Drill Manager.
- Duration runs days to weeks, not hours.
Annual Training (AT)
AT is the year's primary block of active duty training. Per 10 USC 1230110 USC 12301(b) and MCRAMM Chapter 3.
- Standard duration of 12 to 14 consecutive days
- Authorized annually for SMCR units
- Performed at the unit, a training facility, or a deployment site
- Active duty pay and entitlements during the AT period
- Earns one retirement point per day
Active Duty for Training (ADT)
ADT is broader than AT. Used for specific training requirements beyond the annual AT period.
- School attendance (formal MOS schools, leadership courses)
- Cross-training with active duty units
- Specialized exercises requiring extended training
- Pre-mobilization training preparation
ADT periods process orders through MROWS like AT.
Pay Treatment
Both AT and ADT process at active duty rates.
- Full base pay (no 1/30th calculation)
- BAH at the duty location rate (with-dependents or without)
- BAS at active duty rate
- Per diem and travel reimbursement per JTR
- Special pays where applicable (jump, dive, flight)
This is meaningfully more pay than equivalent IDT periods.
Conditions and Authorization
Per MCRAMM, AT and ADT require.

- Funding source identified (typically Reserve Personnel Marine Corps or specific exercise funding)
- Member screening for medical and admin readiness
- Pre-AT or pre-ADT briefing on duties and expectations
Performance Steps for AT Processing
Step 1 - Generate Orders in MROWS
Before AT, orders must exist.
- Open Marine Reserve Orders Writing System (MROWS)
- Identify the AT period dates and location
- Build orders for each member attending
- Include funding citation
- Route for command signature
Step 2 - Process Pre-AT Admin
Within 30 days of AT start.
- Verify member medical readiness (current PHA, dental, immunizations)
- Confirm member dependent status and BAH expectations
- Process any pay status changes (special pays, extra duty)
- Brief members on travel reimbursement procedures
Step 3 - Process Active Duty Status Change
When AT begins, the member's status shifts to active duty.
- Submit UD/MIPS active duty start transaction
- BAH and BAS activate at active duty rate
- Drill pay codes deactivate for the period
Step 4 - Process During-AT Actions
During AT, the unit functions like an active duty unit.
- Daily accountability via JPERSTAT
- Pro/Con marks if quarterly mark date falls during AT
- Promotion warrants if scheduled
- Awards for AT-specific accomplishments
Step 5 - Process AT End and Return to Reserve Status
When AT ends, status reverts.
- Submit UD/MIPS active duty end transaction
- BAH and BAS revert to reserve status (no pay during inactive periods)
- Drill pay codes reactivate for the next drill weekend
Step 6 - Travel Voucher Processing
Members submit travel claims for AT.
- DD Form 1351-2DD Form 1351-2 travel voucher
- Process through Defense Travel System (DTS)
- Per diem, mileage, and lodging reimbursement per JTR
- Verify all entitlements properly claimed
Common AT Errors
These hit most often on AT processing.
- No AT orders generated. Member showed up but admin never built MROWS orders. Member technically performs without authority. Fix by issuing retroactive orders with command approval.
- Pay treatment as IDT. AT processed at drill pay rate instead of active duty rate. Pay shorted. Fix by processing AT at active duty rate retroactively.
- BAH not started. Member entered AT but BAH never activated. Pay shorted by the BAH amount for AT duration. Fix via UD/MIPS retroactive transaction.
- Travel voucher missed deadline. DTS voucher not submitted within 5 days of AT end. Late voucher creates audit issues.
- Status reversion delayed. AT ended but active duty UD/MIPS transaction never submitted. Member overpaid for time after AT. Creates pay debt.
Active Duty for Operational Support (ADOS)
ADOS is a related but distinct category. Per MCO 1001.59MCO 1001.59.
- ADOS is reservist active duty for operational support, not training
- Used for specific operational missions
- Processes through MROWS like AT and ADT
- Pay and entitlements at active duty rate
- Duration varies by orders
When the I&I receives an ADOS order, treat similarly to AT for admin processing but track separately for accountability.
Muster Duty Active Duty Other Than for Training
Per MCRAMM Chapter 3 Section 3.3, this is short-duration active duty for purposes other than training. Different from MD as inactive duty (covered separately). This category covers brief active duty for specific operational reasons.

- Is duration less than 24 hours? Likely IDT or MD.
- Is duration multi-day with active duty pay? AT, ADT, or ADOS.

- Is the purpose involuntary mobilization? AD under 12302 or 12304.
