Muster Duty is short-duration assemblies for member screening, record updates, briefings, and readiness checks. Less common than regular drill but with its own pay and reporting rules.

What Muster Duty Is
Per MCRAMM Chapter 3 Section 2.3 and 10 USC 1231910 USC 12319, Muster Duty (MD) is a short-duration assembly of reservists for purposes of administrative processing, screening, briefing, or other limited operational requirements. MD does not meet the criteria for regular IDT or active duty.
MD is not common. Most reservists perform regular IDT and AT. MD shows up for specific purposes.
When Muster Duty Applies
Common MD scenarios.
- Annual screening musters for IRR members per 10 USC 1020610 USC 10206
- Record update musters for verifying member data
- Pre-mobilization screening
- Equipment turn-in or distribution musters
- Special command briefings or assemblies
- Standby Reserve recall screening
Pay and Points
MD has its own pay treatment per DOD FMR 7000.14-R Volume 7A.
- Single muster duty pay rate (different from drill pay)
- One day of pay regardless of actual hours performed
- Earns retirement points (one per muster)
- Travel reimbursement might apply per orders

Conditions for Muster Duty
Per 10 USC 1231910 USC 12319, MD must meet these conditions.
- No more than 24 hours in duration
- Not for purposes of training (otherwise it would be IDT or AT)
- Authorized by competent authority
- Member receives orders or muster notification
Performance Steps
Step 1 - Verify the Authorization
Before processing MD pay, confirm.
- Authorization came from competent authority (HQMC, MARFORRES, or designated commander)
- Purpose meets MD criteria (not training)
- Duration falls within the 24-hour limit
- Member was properly notified
Step 2 - Confirm Member Performance
Document the muster attendance.
- Sign-in sheet with member signature, date, and time
- Member identification verified
- Any briefings or actions completed during the muster
- Officer of the day or muster officer signature
Step 3 - Process Through Drill Manager
MD pay processes via Drill Manager with specific MD pay codes.
- Open Drill Manager and select muster type
- Enter members who performed muster
- Apply MD pay code per MCTFSCODESMAN
- Submit batch for unit diary processing
Step 4 - Verify EDFR
Confirm the muster posts cleanly to MCTFS via the Electronic Diary Feedback Report.
- Pull EDFR within 5 business days
- Verify each member's MD entry posted
- Identify and correct any failures
Step 5 - File Documentation
Retain muster records per MCO 5210.11MCO 5210.11.

Common Errors
These hit on MD processing.
- Treating MD as IDT. Member came in for record update and admin processed as regular drill. Wrong pay code, wrong accounting. Fix by correcting to MD code.
- Treating training as MD. If training occurred, it is IDT not MD. MD has narrow purpose.
- MD over 24 hours. Exceeds statutory limit. Must convert to IDT or AT depending on duration and purpose.
- Missing authorization documentation. No paper trail authorizing the muster. Reconstruct or accept the record gap.
- Late EDFR check. MD entry failed and was not caught for weeks. Fix by submitting correction with retroactive date.
