Mobilization Authorities Overview
MCRAMM Chapter 10 details mobilization authorities under 10 USC. Different authorities apply to different Reserve components and operational situations. Knowing which authority applies drives mobilization processing.
Active Duty for Operational Support (ADOS)
ADOS authorizes Reserve members on active duty for specific operational missions. Per MCO 1001.59, ADOS supports specific operational requirements distinct from training (AT/ADT) or mobilization. Members typically volunteer.
Demobilization Processing
When mobilization ends, demobilization processing transitions members from active duty back to drilling status or other component. TAMP coverage activates. Specific demobilization procedures support member transition and reintegration.
Mobilization Active Duty Pay
When mobilized, Reserve members shift from drill pay to full active duty pay. Active duty BAH, BAS, special pays, and deployment pays activate. Pay coordination is critical to avoid pay errors during mobilization transitions.
Mobilization Family Support
Mobilization significantly affects member's family. Specific family support programs activate during mobilization. Family Care Plan, family briefings, financial coordination, and ongoing support help families navigate the mobilization period.
Mobilization Orders Processing
Mobilization orders direct Reserve members to active duty for specific operations. Orders processing through MROWS coordinates timeline, location, mission, and specific terms. Members and units depend on accurate, timely orders for mobilization success.
Pre-Mobilization Screening
Before mobilization, members undergo screening across medical, dental, administrative, training, and family readiness domains. Screening identifies gaps and addresses them before active duty reporting. Pre-deployment health assessment (PDHA) is a key component.
Stop-Loss and Mobilization Hold
Stop-loss authority extends member's service obligation during specific national emergencies. Mobilization hold extends individual member's mobilization for specific operational reasons. Both affect member's discharge and component status.
