The S-1 chief tracks each detach against the active account roster and drives closure within 24 hours of certified detach. The S-1 officer signs by direction and validates the closure against the disabled account log. The unit security manager audits closures during the quarterly account review.

Trigger events

- Reservist demobilizes back to SELRES (Selected Reserve, which covers SMCR units, IMAs, and Active Reserve Marines), IRR, or Standby.
- Reduction in force separation finalizes.
Processing workflow
- Detect the detach event. Pull the certified detach transaction from UD-MIPS at the moment of submission. Cross-check EDIPI, losing RUC, and detach date. The S-1 clerk runs detection.
- Pull the active account roster for the departing Marine. Identify every system the Marine touches (MCTFS, MOL, UD-MIPS, RAPIDS, OMPF, TFSMS, DEERS). The S-1 clerk pulls.
- Build the closure request packet. Stage one closure action per system with EDIPI, role, system, and effective close date.
- Delete the MCTFS User ACID. The losing command TASO deletes the User ACID at checkout per MCTFS FoS Access Policy and Procedures 8.0MCTFS FoS Access Policy and Procedures 8.0. Mainframe accounts also auto-suspend at 30 days of non-use and auto-delete at 45 days per MCEN Operational Advisory 294-16, but the TASO deletes at detach, not on the non-use clock. Revoke UD-MIPS and DTMS permissions through NIS by manual action at detach.
- Submit RAPIDS closure. Coordinate with the RAPIDS workstation operator for CAC suspension and DEERS access removal at the moment of detach.
- Remove MOL administrator permissions. Use NIS and the MOL administrator interface to remove module-level permissions for the departing Marine per NAVMC 3500.3ENAVMC 3500.3E T-R event 0102-GENA-1015 performance step 5.
- Confirm closure per system. Confirm the TASO deleted the User ACID, confirm NIS revocation, and pull the RAPIDS log within 24 hours per DOD 8500.01EDOD 8500.01E.
- Update the disabled account log. Record EDIPI, system, close date, and confirmation reference for every closure. The S-1 clerk owns the log entry.
- Stage the audit-trail PDF. Print closure confirmations and stage in the OMPF Field Folder under the systems tab per MCO P1070.12KMCO P1070.12K Chapter 3.
- Reconcile against the next quarterly review. Validate the disabled account log against the unit billet roster at the next quarterly account review cycle.
- Brief any closure exception. On a delayed closure, missed system, or reactivation request, brief the unit security manager within 24 hours per MCO 5239.2BMCO 5239.2B.
- Close the cycle. Mark the detach complete in the unit account log with the closure confirmation set attached. The S-1 chief signs the closure entry.

- MOL. Module-level permissions removed through NIS and the MOL administrator interface.

- Only MCTFS closed, RAPIDS access remains. The Marine retains CAC capability and DEERS write access. Confirm closure per system, not only the primary access.
- ACID deletion assumed, not confirmed. The closure status sits assumed without proof. Confirm the TASO ACID deletion and pull the RAPIDS confirmation within 24 hours, then file with the closure log entry.
- Closure log not reconciled at quarterly review. Stale closures sit unverified across cycles. Reconcile every quarter against the unit billet roster per MCO 5239.2BMCO 5239.2B.
- Closure exception not briefed to the security manager. The security manager finds the exception during audit. Brief any delayed or missed closure within 24 hours of detection.

- Reactivation request post-closure. The departed Marine returns on a new assignment within 90 days. Accounts do not transfer, so reactivation is a new account, not a reopen.

- Account preservation request. The Marine transfers to a sister command on the same installation. Mainframe ACIDs do not transfer from command to command. - Death in service closure. The Marine dies on duty or off duty in active status. The S-1 officer routes immediate closure of all accounts and freezes the OMPF for casualty processing per MCO P1070.12KMCO P1070.12K Chapter 3.
