Role and responsibility
The RAPIDS workstation operator (a certified clerk) owns RAPIDS and CAC operations at the unit or IPAC level. The S-1 chief supervises operator certification, transaction audit, and CAC accountability. The S-1 officer signs by direction on dependent enrollment exceptions. The unit security manager audits the RAPIDS log during the quarterly review.

Processing workflow
- Receive the request. Pull the CAC issuance request, PIN reset request, or DEERS update application. Cross-check EDIPI and request type. The RAPIDS operator runs receipt.
- Verify identity. Inspect two forms of ID per DODI 1000.13DODI 1000.13 Enclosure 3. One must be government-issued photo ID. The RAPIDS operator verifies.
- Pull current DEERS state. Run a DEERS query against EDIPI to confirm eligibility, dependency state, and benefit category per MCO 5512.11DMCO 5512.11D.
- Run the RAPIDS operation. Process the CAC issuance, PIN reset, or DEERS update through the RAPIDS workstation per the operator manual.
- Update DEERS. For dependency changes, post the update through RAPIDS. Confirm the update appears in DEERS within 24 hours.
- Issue CAC or reset PIN. Capture biometrics, photograph, and signature per DODI 1000.13DODI 1000.13. Issue the new CAC and capture the recovered CAC when applicable.
- Log the transaction. Record EDIPI, transaction type, date, time, and operator in the RAPIDS log.
- Document the action. Cut a Page 11 entry where a dependency change affects pay or benefits per MCO P1070.12KMCO P1070.12K Chapter 6.
- File supporting documents. Place the NAVMC 10922, marriage certificate, birth certificate, or other supporting documents in the OMPF Field Folder.
- Audit the RAPIDS log monthly. Reconcile transactions against supporting documents and DEERS state per MCO 5239.2BMCO 5239.2B. The S-1 chief signs.

- CAC recovered but not destroyed per protocol. Recovered CACs sit unsecured. Destroy per DODI 1000.13DODI 1000.13 recovery procedure.
- Page 11 skipped on pay-affecting dependency change. The OMPF lands without record of the change. Cut the Page 11 at the moment of the RAPIDS update per MCO P1070.12KMCO P1070.12K.
- RAPIDS log not audited monthly. Stale or duplicate transactions sit undetected. Audit at the monthly cycle.
Decision points
- Dependent enrollment without primary documentation. The Marine arrives with a foreign marriage certificate not yet translated. The S-1 officer routes for translation before DEERS update per MCO 5512.11DMCO 5512.11D.
