High Risk Training (HRT) Risk Assessment - S-1 Procedural Page

Role and responsibility

The unit training manager owns the HRT risk assessment process. The unit safety officer chops every HRT risk assessment per MCO 5100.29CMCO 5100.29C. The commander approves residual risk above the unit threshold. The S-1 chief tracks assessment uploads against MCTIMS calendar entries.

Processing workflow

1. Identify the HRT designation. Per MCO 1553.3CMCO 1553.3C paragraph 4.a.(2)(e), HRT is basic or advanced training essential for combat that exposes Marines and trainers to risk of death or permanent disability despite proper safety controls. The unit training manager flags the event.
2. Pull the T-R event standard. Pull condition, standard, and references including required safety controls per MCO P3500.72AMCO P3500.72A paragraph 4002.1.
3. Conduct the risk assessment. Run the assessment using the Operational Risk Management process per MCO 5100.29CMCO 5100.29C.
4. Document on the unit risk worksheet. Capture hazards, severity, probability, controls, and residual risk per MCO 5100.29CMCO 5100.29C.
5. Route through the unit safety officer. Capture the safety officer chop on the worksheet.
6. Obtain commander approval where required. The commander approves residual risk above the unit threshold per MCO 5100.29CMCO 5100.29C.
7. Upload to MCTIMS. Attach the risk assessment to the MCTIMS calendar event per MCO 1553.3CMCO 1553.3C paragraph 4.c.(5)(f).
8. Brief safety controls. The senior trainer briefs participants on hazards and controls before execution.
9. Capture safety findings in AAR. The post-event AAR records any control failures or near-misses for safety officer review.
10. File the certified risk assessment. Stage in the unit safety folder and the MCTIMS event entry.
