Performance Steps (T&R)
- Create the calendar event in MCTIMS at the time of plan publication
- Associate T-R events to the calendar entry
- Capture training time and location
- List units conducting the training
- Upload planning products and documents
- Capture risk assessment documents per MCO 5100.29C
- Capture Marines completing training and individual scores
- Upload completion roster (NAVMC or Standard Forms)
- Upload completed performance evaluation checklists
- Use Scoresheets in MCTIMS UTM-IMM for events under 4 Marines
Role and responsibility
The unit training manager owns calendar event creation and documentation in MCTIMS. The S-1 chief tracks calendar completeness against the eight required items per MCO 1553.3CMCO 1553.3C paragraph 4.c.(5). The S-1 officer briefs the commander on calendar audit findings and exceptions.
Source documents flow from the published training plan, T-R event standards, planning products, risk assessments, completion rosters, and performance evaluation checklists. Calendar entries land in MCTIMS as the central training record. Outputs include the calendar event entry, the T-R event association, individual training credit per Marine, and the audit-defensible event packet.
MCAAT and the IGMC UTM functional area inspectors check MCTIMS calendar entries for completeness against the eight items in paragraph 4.c.(5). Per MCO 1553.3CMCO 1553.3C paragraph 4.c.(7), all METL-based training must use the unit MCTIMS calendar. Off-calendar training triggers a finding.
Trigger events
- Training event scheduled in the unit training plan.
- Service-directed annual training requirement opens.
- HRT event requires risk assessment upload.
- Formal evaluation event scheduled.
- Individual training event for fewer than 4 Marines (Scoresheet path).
- Post-event upload of completion roster and evaluation checklist.
- Calendar audit during the quarterly review cycle.
Processing workflow
- Create the calendar event. The unit training manager creates the event at training plan publication per MCO 1553.3CMCO 1553.3C paragraph 4.c.(5).
- Associate T-R events. Tie the calendar entry to specific T-R events per MCO 1553.3CMCO 1553.3C paragraph 4.c.(5)(c).
- Capture training time and location. Item (a) of the eight required items per paragraph 4.c.(5).
- List units conducting. Item (b) of paragraph 4.c.(5). Capture every unit participating.
- Upload planning products. Item (d) of paragraph 4.c.(5). Capture orders, briefs, and supporting documentation.
- Capture risk assessment documents. Item (f) of paragraph 4.c.(5) per MCO 5100.29CMCO 5100.29C.
- Capture Marines completing and scores. Item (e) of paragraph 4.c.(5). Record per Marine with score against the standard.
- Upload completion roster. Item (g) of paragraph 4.c.(5). NAVMC or Standard Forms as appropriate.
- Upload performance evaluation checklists. Item (h) of paragraph 4.c.(5). Required for assessed T-R events.
- Use Scoresheets in MCTIMS UTM or IMM for events under 4 Marines per MCO 1553.3CMCO 1553.3C paragraph 4.c.(6).
Systems of record and forms
Systems
- MCTIMS UTM Module. Central calendar and event documentation per MCO 1553.3CMCO 1553.3C paragraph 4.c.(7).
- MCTIMS UTM or IMM Scoresheets. For individual training under 4 Marines per paragraph 4.c.(6).
- MCTIMS Unit Documents. Training Guidance and Plan per paragraph 4.c.(4).
Forms
- NAVMC Forms (per training type). Completion rosters per MCO 1553.3C paragraph 4.c.(5)(g).
- Standard Forms. Where NAVMC forms do not apply.
- Performance Evaluation Checklist. T-R event-specific checklist per paragraph 4.c.(5)(h).
- Risk Assessment Worksheet. Per MCO 5100.29C.
Common pitfalls
- Calendar event missing one of the eight required items per MCO 1553.3CMCO 1553.3C paragraph 4.c.(5). Audit each entry against the eight items list before close.
- METL-based training conducted off-calendar. Per paragraph 4.c.(7), all METL-based training documents in the MCTIMS calendar. No exceptions.
- Performance evaluation checklist not uploaded. The assessed T-R event lacks evaluation documentation. Upload at the moment of evaluator completion per paragraph 4.c.(5)(h).
- Events for fewer than 4 Marines not captured in Scoresheets. Per paragraph 4.c.(6), use Scoresheets in MCTIMS UTM or IMM.
- Risk assessment uploaded after execution. The required document was not in place before training began. Upload the assessment with planning products per paragraph 4.c.(5)(d) and (f).
Decision points
- Calendar event versus Scoresheet entry. Per MCO 1553.3CMCO 1553.3C paragraph 4.c.(6), events for fewer than 4 Marines may use Scoresheets. Above 4 Marines, use the full calendar event.
- Combined event versus separate calendar entries. The training session covers multiple T-R events. Associate all T-R events to the single calendar entry per paragraph 4.c.(5)(c) when execution is unified.
- Late upload of completion roster. The roster lands days after the event. The unit training manager uploads with the AAR, not waiting for the next batch.
Authority
This sub-page sits under MCO 1553.3CMCO 1553.3C paragraphs 4.c.(5), 4.c.(6), and 4.c.(7), which set the eight required calendar items, the Scoresheet exception for events under 4 Marines, and the requirement that all METL-based training use the MCTIMS calendar.
