Role and responsibility
The CACO coordinates benefits and entitlements delivery to the PNOK and qualifying beneficiaries. The S-1 officer signs by direction on benefits routing. The IPAC pay clerk processes pay-side benefits including Death Gratuity, SGLI, and dependency continuation. HQMC Casualty Section provides national-level coordination for SBP and VA-routed benefits per MCO 3040.4MCO 3040.4 Chapter 7.
Source documents flow from the certified PCR, the SGLV 8286 SGLI election, the SGLV 8283 Death Gratuity claim, the DD Form 93 emergency data, and the MCTFS dependency record. Benefits actions land as the Death Gratuity payment, the SGLI claim disbursement, the dependency continuation, and the SBP enrollment. Outputs include the benefits delivered, the case file documentation, and the long-term benefits roster for the survivor.
Per MCO 3040.4MCO 3040.4 Chapter 7, benefits include the immediate Death Gratuity, the SGLI insurance disbursement, dependency-based pay continuation, and long-term survivor programs. Per DODFMR Vol 7ADODFMR Vol 7A Chapter 36 paragraph 2.0, Death Gratuity processes through immediate payment channels. Per DODFMR Vol 7A Chapter 47, SGLI processes per the insurance contract.

Common pitfalls
- Death Gratuity delayed. Per DODFMR Vol 7ADODFMR Vol 7A Chapter 36 paragraph 2.0, Death Gratuity is an immediate payment. Process within the timeline per the chapter.
- SGLV 8286 stale. The beneficiary identification is wrong. Refresh SGLV 8286 annually and at every life event.
- Dependency continuation not coordinated with DEERS. Pay state diverges from dependency state. Coordinate at benefits visit.
- SBP election not captured. The survivor benefits lag. Capture SBP election at the Benefits and Entitlements Visit per Chapter 4.
- VA DIC routing not initiated. The survivor loses VA benefit window. Initiate at benefits visit.
Decision points
- Death Gratuity beneficiary determination. Per DODFMR Vol 7ADODFMR Vol 7A Chapter 36 paragraph 2.4 (Beneficiaries), the beneficiary chain follows DoD rules with member designation per SGLV 8286.
- SGLI beneficiary determination. Per DODFMR Vol 7ADODFMR Vol 7A Chapter 47, the SGLI beneficiary is per SGLV 8286 election.
- SBP versus VA DIC selection. The survivor elects per personal circumstance. The CACO advises on options per Chapter 4.
