Role and responsibility

The CACO coordinates benefits and entitlements delivery to the PNOK and qualifying beneficiaries. The S-1 officer signs by direction on benefits routing. The IPAC pay clerk processes pay-side benefits including Death Gratuity, SGLI, and dependency continuation. HQMC Casualty Section provides national-level coordination for SBP and VA-routed benefits per MCO 3040.4MCO 3040.4 Chapter 7.

Source documents flow from the certified PCR, the SGLV 8286 SGLI election, the SGLV 8283 Death Gratuity claim, the DD Form 93 emergency data, and the MCTFS dependency record. Benefits actions land as the Death Gratuity payment, the SGLI claim disbursement, the dependency continuation, and the SBP enrollment. Outputs include the benefits delivered, the case file documentation, and the long-term benefits roster for the survivor.

Processing workflow

1. Identify applicable benefits. Per MCO 3040.4MCO 3040.4 Chapter 7 and the casualty category, identify each applicable benefit.
2. Coordinate Benefits and Entitlements Visit. Per MCO 3040.4MCO 3040.4 Chapter 4 Section 6 paragraph 2, the CACO conducts a Benefits and Entitlements Visit with the family.
3. Process Death Gratuity. Per DODFMR Vol 7ADODFMR Vol 7A Chapter 36 paragraph 2.0 (Death Gratuity), process the immediate payment to designated beneficiaries.
4. Process SGLI claim. Per DODFMR Vol 7ADODFMR Vol 7A Chapter 47, process the SGLI insurance claim per SGLV 8286 election. The beneficiary submits SGLV 8283 to claim.
5. Coordinate dependency continuation. Process pay-side continuation for surviving dependents per the survivor's eligibility.
6. Process SBP when applicable. The survivor elects SBP per the order rules. HQMC Casualty Section coordinates routing.
7. Process VA DIC routing. Coordinate VA Dependency and Indemnity Compensation enrollment with the survivor per the order rules.
8. Coordinate Tricare continuation. Process Tricare continuation for surviving dependents per the order rules.
9. Document benefits delivered. Capture every benefit, beneficiary, and disbursement in the casualty case file.
10. Brief command. The S-1 officer briefs the commander on benefits posture and outstanding actions.

Common pitfalls

• Death Gratuity delayed. Per DODFMR Vol 7ADODFMR Vol 7A Chapter 36 paragraph 2.0, Death Gratuity is an immediate payment. Process within the timeline per the chapter.
• SGLV 8286 stale. The beneficiary identification is wrong. Refresh SGLV 8286 annually and at every life event.
• Dependency continuation not coordinated with DEERS. Pay state diverges from dependency state. Coordinate at benefits visit.
• SBP election not captured. The survivor benefits lag. Capture SBP election at the Benefits and Entitlements Visit per Chapter 4.
• VA DIC routing not initiated. The survivor loses VA benefit window. Initiate at benefits visit.
