Role and responsibility
The MAGTF S-1 supports personnel administration during MAGTF operations per MCTP 3-30GMCTP 3-30G. The MEU S-1 supports MEU operations through the certification cycle and deployment. The S-1 chief at the parent command supports the MEU work-up. The IPAC supports personnel transactions for MEU-bound Marines. HQMC PP&O coordinates MEU sourcing through MCO 3120.12AMCO 3120.12A. The MEU commander signs the certification documents.
Source documents flow from the MEU tasking per MCO 3120.12A, the MEU work-up schedule per MCO P3500.72A, the CompUTEx and SOC certification events, the MAGTF DRRS reporting per MCO 3000.13BMCO 3000.13B, the casualty reports during operations, and the personnel transactions during the MEU deployment. Outputs include the MEU S-1 stand-up, the CompUTEx personnel readiness validation, the SOC certification, the MEU deployment package, the in-stride personnel administration, the casualty and replacement actions, the post-deployment MEU dis-establishment, and the operational period documentation.
Per MCTP 3-30G, MAGTF S-1 doctrine covers personnel administration across the command element, ground combat element, aviation combat element, and logistics combat element. Per MCO P3500.72A, MEU certification follows a defined T&R event roadmap. Per MCO 3000.18BMCO 3000.18B, MEU deployment runs through the FDP&E framework.
Trigger events
- MAGTF stand-up for operations.
- MEU certification cycle opens.
- CompUTEx scheduled.
- SOC certification event.
- MEU deployment date approaches.
- Operational tasking during the MEU deployment.
- Casualty during MEU operations.
- Post-deployment MEU dis-establishment.
Processing workflow
- Support MAGTF S-1 stand-up. Per MCTP 3-30GMCTP 3-30G, the MAGTF S-1 supports CE, GCE, ACE, and LCE personnel administration.
- Run MEU certification cycle personnel inputs. Per MCO P3500.72A, the MEU work-up follows the T&R event roadmap.
- Coordinate CompUTEx personnel readiness. The Composite Unit Training Exercise validates MEU readiness. Personnel readiness inputs flow through the MEU S-1.
- Support SOC certification. Per the MEU SOC certification framework, the unit demonstrates capability across mission essential tasks.
- Track personnel readiness through MEU deployment. Per MCO 3000.13B, the DRRS reporting continues during deployment.
- Process casualty and replacement actions during operations. Per MCO 3040.4 (Casualty Affairs cross-reference) and MCTP 3-30G, casualty actions process per the casualty framework.
- Coordinate with the MAGTF G-1 on personnel admin. The MAGTF G-1 supports the larger MAGTF formation.
- Process operational personnel transactions. Per MCTFSPRIUM, the S-1 processes deployment-related transactions through UD-MIPS.
- Support post-deployment MEU dis-establishment. The MEU dis-establishes after the deployment cycle.
- Document operational period in OMPF. Per MCO P1070.12KMCO P1070.12K Chapter 6, operational service records.
Systems of record and forms
Systems
- MAGTF and MEU S-1 records. Local format.
- MCTIMS. Holds T&R event records per MCO P3500.72A.
- DRRS. Per MCO 3000.13B.
- MCTFS. Personnel records during deployment.
- MAGTF G-1 records. Per MCTP 3-30G.
Forms
- MEU Certification Document. Per MCO P3500.72A and the MEU SOC framework.
- CompUTEx Personnel Readiness Worksheet. Per the MEU S-1.
- Casualty Report. Per MCO 3040.4.
- Replacement Tasking Order. Per the operational tempo.
- NAVMC 118 (11) Administrative Remarks. Page 11 documenting operational service.
Common pitfalls
- MEU certification personnel inputs late. Per MCO P3500.72A, the work-up schedule drives the inputs.
- CompUTEx personnel readiness not validated. The MEU S-1 reconciles personnel readiness against the unit T&R event status.
- SOC certification missing personnel data. The certification framework needs personnel readiness inputs.
- Casualty actions delayed during operations. Per MCO 3040.4 (cross-reference), the 8-hour PCR window applies.
- Replacement actions delayed. The MEU and MAGTF S-1 coordinate replacement through HQMC.
- Operational service documentation skipped in OMPF. Per MCO P1070.12K Chapter 1, the service records.
Decision points
- MAGTF S-1 versus MEU S-1 scope. The MAGTF S-1 supports the larger MAGTF formation. The MEU S-1 supports the deployable MEU.
- CompUTEx versus SOC certification scope. CompUTEx validates collective capability. SOC certifies special operations capability.
- Casualty replacement priority. Per MCO 3040.4 and MCTP 3-30G, the casualty replacement priority restores personnel readiness.
- Post-deployment dis-establishment timing. Per the MEU lifecycle, the dis-establishment runs after the deployment closeout.
