MAGTF and MEU Operations - S-1 Procedural Page

Role and responsibility

The MAGTF S-1 supports personnel administration during MAGTF operations per MCTP 3-30GMCTP 3-30G. The MEU S-1 supports MEU operations through the certification cycle and deployment. The S-1 chief at the parent command supports the MEU work-up. The IPAC supports personnel transactions for MEU-bound Marines. HQMC PP&O coordinates MEU sourcing through MCO 3120.12AMCO 3120.12A. The MEU commander signs the certification documents.

Processing workflow

1. Support MAGTF S-1 stand-up. Per MCTP 3-30GMCTP 3-30G, the MAGTF S-1 supports CE, GCE, ACE, and LCE personnel administration.
2. Run MEU certification cycle personnel inputs. Per MCO P3500.72A, the MEU work-up follows the T&R event roadmap.
3. Coordinate CompUTEx personnel readiness. The Composite Unit Training Exercise validates MEU readiness. Personnel readiness inputs flow through the MEU S-1.
4. Support SOC certification. Per the MEU SOC certification framework, the unit demonstrates capability across mission essential tasks.
5. Track personnel readiness through MEU deployment. Per MCO 3000.13B, the DRRS reporting continues during deployment.
6. Process casualty and replacement actions during operations. Per MCO 3040.4 (Casualty Affairs cross-reference) and MCTP 3-30G, casualty actions process per the casualty framework.
7. Coordinate with the MAGTF G-1 on personnel admin. The MAGTF G-1 supports the larger MAGTF formation.
8. Process operational personnel transactions. Per MCTFSPRIUM, the S-1 processes deployment-related transactions through UD-MIPS.
9. Support post-deployment MEU dis-establishment. The MEU dis-establishes after the deployment cycle.
10. Document operational period in OMPF. Per MCO P1070.12KMCO P1070.12K Chapter 6, operational service records.
