Role and responsibility

The unit S-1 supports pre-deployment and redeployment personnel actions per MCO 3000.18BMCO 3000.18B and MCTP 3-30GMCTP 3-30G. The IPAC outbound counselor processes deployment-related orders. The S-1 chief tracks personnel through the deployment cycle. The unit commander signs the deployment readiness check and the redeployment closeout documentation.

Processing workflow

1. Run pre-deployment training certification. Per MCO P3500.72A, the unit certifies on pre-deployment training requirements.

3. Process pre-deployment family readiness. Per MCO 1754.9B (cross-reference to sponsorship and UPFRP), the unit supports family readiness during the pre-deployment phase.
4. Cut deployment-related orders. The IPAC outbound counselor processes deployment orders, TAD orders for individual augments, and PCS orders for permanent transfers.
5. Coordinate RIP/TOA with relieving unit. The Relief in Place / Transfer of Authority transfers the mission and personnel posture to the relieving unit.
6. Support deployment execution at the unit. The S-1 maintains contact with the deployed unit on personnel administration during operations.
7. Process redeployment transactions. Per MCTP 3-30GMCTP 3-30G, the redeployment transactions process at the home station.
8. Run reset cycle personnel actions. The reset cycle covers personnel reset (leave, PCS, separation, retirement) and unit reset.
9. Coordinate post-deployment health and pay reset. Per the post-deployment health assessment and the pay reset (HFP/IDP, HDP, CZTE termination), the unit completes reset actions.
