Role and responsibility

The leave granting authority (typically the commander or designated by direction signer) authorizes emergency leave based on judgment of the circumstance and the Marine's desires per MCO 1050.3JMCO 1050.3J Chapter 2 paragraph 12.a. The S-1 chief processes the leave transaction. The S-1 clerk runs documentation and Red Cross coordination where applicable. The S-1 officer signs by direction on emergency leave authorization when delegated.

• Marine who is a non-US citizen is in the final stages of US citizenship processing per paragraph 12.c(5).
• Red Cross message arrives requiring immediate response.
• Extension request received on previously authorized emergency leave.

Processing workflow

1. Receive the request. Pull the emergency leave request, supporting documentation, and any Red Cross message. Cross-check EDIPI and identification of the family member. The S-1 clerk runs receipt.
2. Validate the qualifying circumstance. Match against paragraph 12.c(1) through 12.c(5) per MCO 1050.3JMCO 1050.3J Chapter 2.
3. Verify loco parentis status. Per MCO 1050.3JMCO 1050.3J Chapter 2 paragraph 12.d, loco parentis normally requires a continuous 5-year period prior to the Marine's initial entry into the Marine Corps. Final determination rests with the commander.
4. Route for commander authorization. The leave granting authority makes the call based on circumstance and Marine's desires per paragraph 12.a.
5. Process Red Cross verification. Coordinate when in-person family verification is impractical.
6. Cut the leave transaction. Enter in MOL with start date, projected end date, and emergency leave designation.

10. Document in MCTFS. Cut the leave transaction in MCTFS through UD-MIPS per MCTFSPRIUMMCTFSPRIUM leave transaction format.

Common pitfalls
