Role and responsibility

Processing workflow

1. Receive the court-martial sentence or NJP UPB. The IPAC pay clerk receives the sentence package from the legal advisor (court-martial) or the UPB copy from the imposing commander (NJP).
2. Identify the forfeiture type. Per DoDFMR Vol 7ADODFMR Vol 7A:
   • Chapter 48 court-martial forfeiture (Summary, Special, General).
   • Chapter 49 NJP forfeiture per Manual for Courts-Martial 2024 Part V paragraph 5 maximum punishments.
   • Total forfeiture (all pay and allowances) versus partial forfeiture (specified amount per month).
3. Validate per the controlling chapter. Per Chapter 48 or 49, confirm eligibility against the sentence or UPB.
4. Cut the forfeiture transaction in UD-MIPS. Per Appendix E and MCTFSPRIUMMCTFSPRIUM, submit the transaction at the appropriate code.
5. Process bankruptcy notification. Per Chapter 50 and 11 U.S.C., the bankruptcy filing triggers an automatic stay on collection actions. The S-1 routes the notification to disbursing and to the legal advisor.
6. Coordinate with disbursing. Per DoDFMR Vol 5 and MCO 7300.21B, the disbursing technician processes the forfeiture or the bankruptcy-related deduction.
7. Verify LES. The next LES reflects the forfeiture or deduction.
8. Track forfeiture duration. Per the sentence or UPB, forfeitures run for a specified period (NJP) or indefinitely (court-martial total forfeiture pending punitive discharge).
9. Document forfeiture on Page 11. Per MCO P1070.12K paragraph 4006, court-martial and NJP forfeitures record on Page 11.
10. Close forfeiture at completion. Per the sentence or UPB duration, the forfeiture terminates and pay restores.
