Role and responsibility
The unit watch officer and S-3 operations staff apply the sister Service OPREP-3 variant when operating under sister Service component headquarters. The S-1 officer ensures CMC WASHINGTON DC PPO is included as an information addressee per Paragraph 5d. The commander signs the report. The unit runs the OPREP-3 WHITE PINNACLE exercise to measure the timeliness of the OPREP-3 PINNACLE chain at the 20-minute standard.

The sister Service OPREP-3 variants
MCO 3504.2A Paragraph 3c(3) identifies the sister Service OPREP-3 variants:
- OPREP-3 NAVY BLUE (NB). Reports to the Chief of Naval Operations through the Navy Operations Center. Apply when operating under a senior US Navy headquarters per OPNAVINST 3100.6H.
- OPREP-3 (Army). Reports to the Chief of Staff of the Army through the Army Operations Center. Apply when operating under a senior US Army headquarters per AR 190-45.
- OPREP-3 BEELINE (B) or HOMELINE (H). Reports to the Chief of Staff of the United States Air Force through the Air Force Operations Center. Apply when operating under a senior US Air Force headquarters per AFI 10-206.
Per Paragraph 5d, Marine Corps units assigned or under the operational control of a combined, joint, or other Service component headquarters report in accordance with the receiving headquarters requirements and include CMC WASHINGTON DC PPO as an information addressee.
The OPREP-3 WHITE PINNACLE exercise
OPREP-3 WHITE PINNACLE (WP) is an unclassified exercise containing simulated, time-critical information from operating forces to NMCC. The exercise measures the timeliness of the OPREP-3 PINNACLE report chain at a 20-minute standard. The exercise is successful when at least one of the reporting methods outlined in MCO 3504.2A Enclosure 1 is received within the 20-minute time criteria.
Processing workflow
Sister Service OPREP-3 submission
- Identify the operational control chain. The unit watch officer confirms the higher headquarters Service (Navy, Army, Air Force, Marine Corps).
- Apply the sister Service OPREP-3 variant. Navy reports use OPREP-3 NAVY BLUE per OPNAVINST 3100.6H. Army reports use OPREP-3 per AR 190-45. Air Force reports use OPREP-3 BEELINE or HOMELINE per AFI 10-206.
- Pull the sister Service contact information. Reference Enclosure 3 of MCO 3504.2A for the sister Service operations center contacts.
- Submit the synchronous voice report. Apply the sister Service timing requirement.
- Include CMC WASHINGTON DC PPO as an information addressee. Per MCO 3504.2AMCO 3504.2A Paragraph 5d, all sister Service OPREP-3 submissions include CMC PPO for HQMC awareness.
- Submit the asynchronous message report. Use the sister Service message format. Mirror the CMC PPO info addressee.
- Coordinate with MCOC. Notify MCOC of the sister Service submission for HQMC awareness.
- Retain the record per SECNAV M-5210.1.
OPREP-3 WHITE PINNACLE exercise
- Receive the exercise OPORD or coordinating instructions. The exercise initiation routes through the operational chain.
- Identify the exercise scenario. The exercise scenario contains simulated time-critical information at the OPREP-3 PINNACLE threshold.
- Submit the synchronous voice report. Apply the 20-minute exercise timing standard to NMCC per MCO 3504.2AMCO 3504.2A.
- Submit the secondary chat method (where required by the exercise OPORD). The NMCS command net chat room on DISA Defense Connect Online Jabber Chat via SIPR network as a backup.
- Document the exercise timeliness. Capture the time of awareness, the time of voice report submission, and the time of NMCC acknowledgment.
- Assess against the 20-minute standard. The exercise is successful when at least one reporting method is received within 20 minutes.
- Submit the exercise after-action report. Capture the timeliness data and the lessons learned for the OPREP-3 PINNACLE chain.

Common pitfalls

- Wrong sister Service variant applied. The unit applies OPREP-3 NAVY BLUE when operating under Air Force operational control. Match the variant to the operational control headquarters Service.
- Sister Service contact information stale. The Enclosure 3 contacts are not current. Verify the current sister Service operations center contact data before submission.
- WHITE PINNACLE exercise treated as routine SIR. The exercise uses the unclassified WP flag word and runs against the 20-minute standard. Apply the exercise format per MCO 3504.2A.
- Backup chat method untested. The unit relies only on voice. The NMCS command net chat on DISA Defense Connect Online Jabber Chat (SIPR) is the secondary method. Test the chat method in the WHITE PINNACLE exercise.
Decision points
- Operational control versus parent unit reporting. When operating under sister Service component headquarters, route per the sister Service variant per MCO 3504.2AMCO 3504.2A Paragraph 5d. The CMC PPO info addressee is the linking mechanism for HQMC awareness.
- Voice versus chat synchronous reporting. Voice is the primary synchronous method. NMCS chat on DISA Defense Connect Online Jabber Chat (SIPR) is the backup. Test both methods on the WHITE PINNACLE exercise.
- WHITE PINNACLE exercise scope. The exercise tests the OPREP-3 PINNACLE chain. SIR exercises run separately under the operational training framework.
