Role and responsibility
The S-1 clerk issues the unit check-out sheet on receipt of outbound orders per MCO 1300.8MCO 1300.8. Each staff section signs off completion of section-specific check-out actions (S-2 security clearance close, S-3 training record archive, S-4 gear and clothing return, Medical health record routing, Legal awareness close, Career Planner Outbound Interview). The S-1 chief reviews the completed check-out sheet. The S-1 officer signs by direction on completion routing. The unit commander or designated representative recognizes the outbound Marine at the chain of command farewell.
Source documents flow from the outbound orders, the unit check-out sheet template, the prior check-in record, the S-4 individual gear and clothing receipt, and the staff section sign-offs. Check-out outputs include the issued check-out sheet, the completed staff section sign-offs, the S-4 gear and clothing return record, the S-1 final brief record, the chain of command farewell record, the updated alpha roster, the Page 11 documenting departure, and the filed check-out sheet in the unit file.
Per MCO 1300.8, unit check-out runs through the unit S-1 and staff sections. The check-out process supports unit accountability and ensures the Marine departs with all required actions complete.
Trigger events
- Outbound orders received at the unit.
- 5 working days from detach effective date.
- Staff section close-out requirement.
- S-4 individual gear and clothing return.
- S-1 final brief schedule.

Processing workflow
- Issue the unit check-out sheet. The S-1 clerk issues on receipt of outbound orders.
- Route through staff sections. The Marine routes through:
- S-1 (personnel administration final actions).
- S-2 (security clearance close, classified material accountability).
- S-3 (training records archive, T-R event status close).
- S-4 (individual gear and clothing return).
- Medical (health record routing, dental record handoff).
- Legal (legal awareness close, ongoing actions handoff).
- Career Planner (Outbound Interview and counseling).
- Coordinate gear and clothing return. Per MCO 1300.8MCO 1300.8, the S-4 records the return of individual gear and clothing.
- Run the S-1 final brief. The S-1 covers final pay closeout reminder, OMPF Field Folder routing, records access channels, and post-separation administrative procedures.

- Confirm completion. The S-1 chief reviews the completed check-out sheet for every staff section sign-off.

- NAVMC 118 (11) Administrative Remarks. Page 11 per MCO P1070.12K paragraph 4006.
Common pitfalls
- Check-out sheet not issued on orders receipt. The unit S-1 issues at the receipt of outbound orders.
- Staff section sign-offs incomplete at detach. Per MCO 1300.8MCO 1300.8, every section signs off.
- Individual gear and clothing not returned. Per MCO 1300.8, the S-4 records the return. Outstanding gear creates indebtedness.
- S-1 final brief skipped. The brief covers post-detach administrative channels.
- Chain of command farewell skipped. The farewell supports unit cohesion and recognition.
- Page 11 documenting departure omitted. Per MCO P1070.12KMCO P1070.12K Chapter 6, the action records.
- Alpha roster not updated on detach. The unit accountability state diverges from MCTFS.
Decision points
- Check-out cadence. Standard check-out completes 5 working days before detach. Operational tempo or sudden detach adjusts the cadence.
- Outstanding gear handling. The S-4 reconciles with the Marine on outstanding gear. Unresolved items route to indebtedness per disbursing.
- Chain of command farewell scope. The unit decides the farewell formality per the Marine's service.
- Medical record routing. Health records route to the gaining unit on PCS or to VA on separation.
