Sponsor Program Ownership
Per MCO 1320.11H, every inbound Marine gets a sponsor. You assign, brief, and verify the sponsor relationship inside the section. A weak sponsor at check-in costs you 90 days of integration.

Why Sponsorship Matters
Per MCO 1320.11HMCO 1320.11H, the Marine Corps Sponsorship Program (MCSP) sets the Marine's first impression of the new unit.MCO 1320.11H A strong sponsor saves the Marine 60 days of administrative friction and three weeks of housing search anxiety. A weak sponsor leaves the Marine to figure it out alone.
You own the sponsor assignment. The sponsor owns the Marine's check-in. The unit's Sponsorship Coordinator (SC) coordinates the program above the section level.
The 10-Working-Day Welcome Aboard Rule
Per MCO 1320.11HMCO 1320.11H, Sponsors prepare Welcome Aboard letters for inbound Marines within 10 working days of sponsorship assignment. Sample letters live in MCO 1320.11HMCO 1320.11H enclosures (4) for CONUS, (5) for accompanied OCONUS, and (6) for unaccompanied OCONUS. The Section's audit point is the 10-working-day mark.
NAVMC 11791
The unit provides NAVMC 11791NAVMC 11791 (Sponsorship Questionnaire) to newly arrived Marines. Completion is optional but encouraged. The unit retains returned questionnaires for two years per the records schedule cited in MCO 1320.11HMCO 1320.11H.
A section running quarterly Welcome Aboard reviews using NAVMC 11791NAVMC 11791 builds a feedback loop on sponsor effectiveness.
Assignment Criteria
Match on:
- Rank tier. Cpl gets a Sgt sponsor. Sgt gets a SSgt sponsor. SNCO gets a peer or one rank above.
- MOS. Same MOS where possible, same shop where not.
- Family status. Married Marine gets a married sponsor. Marine with kids gets a sponsor with kids. Single Marine gets a single peer.
- Geography. Sponsor lives in the same housing area or knows it.
Mismatched sponsorship loses the leverage of shared experience.
Sponsor Brief Before Contact
Before the sponsor reaches out to the inbound Marine, brief the sponsor on:
- Inbound Marine's rank, MOS, family status, expected report date.
- Sponsor responsibilities per MCO 1320.11HMCO 1320.11H.
- Section expectations on cadence of contact.
- Required handoff items (welcome aboard packet, housing brief, in-processing checklist).
- Section's standard for a "good" sponsor experience.
A sponsor who learns the duties from a checklist after first contact has already missed the first impression.
Inside the First 7 Days
Verify sponsor contact happened.
- Sponsor reached out to the inbound Marine.
- Sponsor answered initial questions.
- Sponsor sent the in-processing checklist.
- Sponsor coordinated meet-and-greet for the report date.
If contact has not happened, replace the sponsor. Do not let a weak start drag.
At the New Marine's Day-30 Counseling
During the initial counseling session at day 30, ask:
- Did your sponsor reach out before report?
- Did your sponsor walk you through check-in?
- Did your sponsor introduce you to the section?
- Where did the sponsor relationship help most?
- Where did it fall short?
Document the answer. Use the feedback to assign the next sponsor better.
Common Sponsor Failures
- Assignment late, sponsor learns of duty after the Marine has already arrived.
- Mismatched assignment, sponsor has no shared experience.
- No section brief to the sponsor on duties.
- No follow-up at day 7 or day 30.
- Sponsor never replaced when the relationship is not working.
