Role and responsibility
The 0170 Manpower Officer owns BIC management at the unit level. The S-1 chief maintains the BIC roster reconciled against TFSMS T-O and MCTFS assigned strength. The S-1 clerk processes the internal assignment order with the operations endorsement. The S-1 officer signs by direction on the internal assignment order routing.
Source documents flow from the TFSMS T-O pull, the MCTFS assigned-strength roster, the operations officer assignment endorsement, the Marine record (grade, MOS, date of rank), and the MMEA monitor projection. Outputs include the internal assignment order, the BIC fill roster, the vacancy report, and the exception-to-policy authorization for grade or MOS mismatches.
MCAAT inspects the BIC fill roster against TFSMS, the internal assignment order log, and the exception-to-policy authorizations. Misfilled BICs without exception authorization trigger findings.

Processing workflow
- Pull the unit T-O from TFSMS. The S-1 chief pulls the BIC structure with grade, MOS, and position type per MCO 5311.1EMCO 5311.1E.
- Pull MCTFS assigned-strength roster. Cross-reference against the T-O BICs. The reconciliation runs at every inbound and outbound and at the monthly cycle.
- Match the Marine to the BIC. Verify grade, MOS, date of rank, and any special billet qualifications (additional MOS, NEC, security clearance) per MCO 1300.8MCO 1300.8 Chapter 4.
- Coordinate with operations. The operations officer endorses the internal assignment for unit mission alignment.
- Build the internal assignment order. The S-1 chief drafts the order with BIC number, Marine name and EDIPI, effective date, and assignment authority.
- Route for signature. The S-1 officer signs by direction. The commander or executive officer signs internal assignments for key billets (XO, S-3, Sergeant Major, etc.) per MCO 5000.14DMCO 5000.14D.
- Cut the BIC assignment transaction in MCTFS. Submit through UD-MIPS per MCTFSPRIUMMCTFSPRIUM BIC assignment format.
- Process exception-to-policy fills. For grade or MOS mismatches, document the exception authority and the gap closure plan per MCO 1300.8MCO 1300.8 Chapter 4 exception rules.
- Update the BIC fill roster. Refresh the unit roster with the new assignment. Surface vacancies to the commander.
- File the internal assignment order. Place the order, the operations endorsement, the exception authorization (if applicable), and the MCTFS transaction in the unit personnel administration files.

Excess BIC Indicators and the 10-day rule
Per MCO 1000.6MCO 1000.6 Chapter 1 Section 2 paragraph 1, MCTFS is the authoritative source tying uniformed manpower to structure. A Marine reports a BIC or an Excess BIC Indicator (EBI) in MCTFS within 10 days of joining a new permanent duty station. An EBI stands in when no valid BIC vacancy exists for the command or the Marine fills a nonstructure position. Report the EBI using the Total Force Structure unit identification code in bytes 1 through 6 and the indicator in the remaining bytes.

Reserve component indicators run EX001 through EX003 for obligors across the same three match conditions, EX004 through EX006 for the non-obligor equivalents, EX007 for an obligor unsatisfactory participant, and EX008 for an obligor pending medical separation.
Two assignment rules ride alongside. Assignments run one grade above or below the BIC requirement, except at O-6 and above. Two Marines fill the same BIC only during a 90-day turnover tied to a Headquarters-directed assignment, and when two Marines of the same grade and MOS meet one open BIC, the Marine with the longest time remaining on station takes the BIC while the other takes an EBI.
Common pitfalls
- Marine assigned to a BIC outside grade rules. The exception-to-policy authorization is missing. The 0170 officer signs an exception only with documented authority per MCO 1300.8MCO 1300.8 Chapter 4.
- MOS mismatch unflagged. The Marine sits in a BIC requiring a different MOS without exception. Flag at the BIC roster reconciliation each cycle.
- Internal assignment skipped at inbound. The Marine reports without a BIC assignment and pay rules driven by BIC (e.g., HFP, IDP) fail. Cut the BIC assignment within 7 days of report-in.
- BIC vacancy report stale. The commander runs without manning visibility. Refresh the vacancy report at every inbound and outbound and weekly at minimum.
- Date-of-rank rule violated. Senior Marine assigned to a junior billet without exception. The S-1 chief sorts by DOR at the BIC reconciliation per MCO 1300.8MCO 1300.8 Chapter 4.
