Role and responsibility
The 0170 Manpower Officer owns MMEA engagement at the unit level. The G-1 manpower officer at MEF level coordinates structure-level monitor briefings with HQMC MMEA leadership. The S-1 chief builds the manning gap report and routes the replacement requests to the assigned MMEA monitor. The Talent Marketplace pilot extends the monitor engagement to a Marine-initiated matching model under Talent Management 2030.

Processing workflow
- Pull the manning gap report. The S-1 chief refreshes the BIC vacancy report against TFSMS and MCTFS. Flag critical billets, gap duration, and grade or MOS shortages.
- Identify the assigned MMEA monitor. Pull the monitor assignment from the MMEA directory by MOS. Officer assignment monitors sit at OFCA. Enlisted monitors sit at MMEA branches by MOS.
- Build the replacement request package. Include the BIC number, the gap reason (outbound, deactivation, vacancy), the requested grade and MOS, the report-no-later-than date, and the operational justification.
- Route the request to the monitor. The 0170 officer routes through the unit chain to the MMEA monitor per MCO 1300.8MCO 1300.8 Chapter 3 monitor coordination rules.
- Track the monitor projection. The monitor returns a replacement projection with the inbound Marine name, grade, MOS, date of detachment from the losing unit, and the projected report date. The S-1 chief tracks against the unit gap.
- Coordinate sponsor assignment. On monitor projection receipt, the S-1 chief assigns a sponsor through the sponsorship program per MCO 1320.11MCO 1320.11.
- Run the monitor brief. The 0170 officer briefs the commander on the manning gap report, the monitor projection, and the gap closure plan on a fixed cycle.
- Coordinate lateral-move under FD2030. For divested MOSs, coordinate the lateral-move offer with the monitor. The Marine receives the lateral-move package and the timing window.
- Engage the Talent Marketplace pilot. For pilot-eligible units and MOSs, the S-1 chief tracks the Marine talent marketplace registration and the unit billet posting.
- File the engagement record. Place the manning gap report, the replacement request, the monitor projection, the lateral-move package, and the Talent Marketplace pilot record in the unit manpower files.

- Wrong monitor assignment. The request routes to a monitor not holding the MOS. Verify the monitor assignment against the MMEA directory before submission.
- Sponsor assignment skipped at monitor projection. The inbound Marine arrives without a sponsor. Assign the sponsor at projection receipt per MCO 1320.11MCO 1320.11.
- Talent Marketplace pilot enrollment skipped. Pilot-eligible Marines miss the assignment matching opportunity. Track the pilot eligibility list at every reenlistment cycle.
