MARADMIN 165/07 - Permanent Regulations for Change of Command Notification

Scope

MARADMIN 165/07 clarifies the requirement to notify Headquarters Marine Corps when a change of command occurs. The MARADMIN folds into MCO 1300.64A (Command Screening Program, CSP) under HQMC review. Applicability is to every command covered by MCO 1300.64A.

Audience

• First General Officer in a unit reporting chain. Sends the notification message to CMC Washington DC MRA MM and PP&O at CMC Washington DC PPO POC.
• Outgoing and incoming commanders covered by MCO 1300.64A.
• Executive officers who assume command due to death, relief, or incapacitation of the slated commander.
• HQMC MMOA-3. Receives notifications. Adjudicates command screening questions.

Notification rule

• Sender. First General Officer in the unit reporting chain.
• Recipients. CMC Washington DC MRA MM. CMC Washington DC PPO POC.
• Content. Outgoing commander. Incoming commander. Next anticipated change of command.
• Timing. Within 72 hours after the effective date of the change of command.
• Coverage. Every command covered by MCO 1300.64A. The requirement applies equally to executive officers who assume command due to death, relief, or incapacitation of the slated commander.

Action items

1. Identify whether the unit falls under MCO 1300.64A CSP coverage.
2. The first General Officer in the reporting chain drafts and releases the message within 72 hours of any change of command.
3. Format the message with the outgoing commander, incoming commander, and next anticipated change of command date.
4. Address to CMC Washington DC MRA MM and CMC Washington DC PPO POC.
5. Apply the rule to interim assumptions of command due to death, relief, or incapacitation.
