Day 0 to 7 First Week Actions
Section 3 of the Master Turnover Checklist. First-week incoming CO actions including the 72-hour CMC notification, DD Form 577 fiscal appointment sweep, MOL/MISSO trouble ticket, iAPS awarding authority, UPB custody, and OSTC liaison.
Command Actions
- First GO in reporting chain notifies CMC within 72 hours of CoC
- Sign DD Form 577 re-appointing all fiscal appointments
- Re-issue all by-direction delegation letters under your signature
- Change all security container combinations where predecessor was sole holder
- Submit MISSO trouble ticket with Assumption letter and Manager Code

What Day 0-7 Means
The first seven days are the highest-density action period of your command. The 72-hour CMC notification, the fiscal appointment sweep, and access provisioning all happen in this window. Slipping any of them creates fiscal exposure, system access gaps, or notification deficiencies visible to HQMC.

The "by direction" letter rule traps every new CO who treats their letters as inherited. Predecessor letters lose force at CoC. New letters under your signature are required for "by direction" authority to function.
System Access Provisioning
This is a multi-system action. Each system has a different point of contact and a different request mechanism. Sequence matters.

The MOL Commander Role and Command Profile are routinely confused. They are different. MISSO grants MOL access. The smb.mra.webmaster mailbox grants Command Profile. Both required, both separate actions.

The OSTC jurisdiction confirmation is the single most important Day 0-7 legal action. Imposing NJP or referring to court-martial on a covered offense without confirming OSTC has not exercised authority creates immediate procedural failure. Verify before any disciplinary action in the first week.
Day 0-7 Sequence
A workable sequence for the first week:
- Day 0. Read orders, take command, sign DD Form 577DD Form 577 sweep within hours.
- Day 0-1. First GO notification to CMC initiated by reporting chain. CIRRAS and FPC review of high-risk Marines.
- Day 1-2. MISSO trouble ticket submitted. Command Profile request submitted. iAPS request from S-1 to MMPB-31.
- Day 2-3. Re-issue by-direction delegation letters. Change combinations. Appoint Legal Officer in writing.
- Day 3-5. UPB custody taken. LSSS/T liaison meeting. Pretrial confinement IRO timeline review.
- Day 5-7. GCSS-MC, DTS, and GTCC role confirmation. CROSS CDRM appointment confirmed. Initiate NAVMC 10030NAVMC 10030.
This sequence is illustrative. Local conditions and case loads adjust the order. The constraint is the 72-hour CMC notification and the requirement that DD Form 577DD Form 577 sweep occur essentially at assumption.
Common Failures on Day 0-7
- DD Form 577DD Form 577 sweep deferred past Day 1. The longer the delay, the longer fiscal authority is ambiguous. Sign within hours of assumption.
- iAPS treated as automatic. S-1 forgets that authority does not transfer. Awards stall in the system. Submit the MMPB-31 request immediately.
- OSTC jurisdiction not confirmed before first NJP. Incoming CO acts on a case the LSSS/T flag would have stopped. Confirm before action.
- By-direction letters carried over. Staff continues using predecessor delegations. The first time someone signs "by direction" without a current letter, the action is voidable.
- Combinations not changed. Predecessor or departed custodian retained access to a security container. SECNAV M-5510.36SECNAV M-5510.36 violation.
