Scope
MARADMIN 263/26 establishes standardized submission procedures for all Exception to Policy (ETP) requests to MCO P1400.32D W/CH 2 (ENLPROMMAN). Effective immediately. Cancels MARADMIN 520/15. ETP requests route through the chain of command to the first General Officer for endorsement. "By direction" endorsements are not authorized. Requests not favorably endorsed by the first General Officer shall not be forwarded to Headquarters Marine Corps. Approved requests are recorded via NAVMC 118 (Page 11) entry in the Marine's OMPF. MMPB-11 updates MCTFS. Only Marine Corps commands are authorized to submit ETP requests. Applies to the total force.

- Purpose. Establish standardized submission procedures for all ETP requests to MCO P1400.32D W/CH 2 (ENLPROMMAN). Cancels MARADMIN 520/15.
- ETP requests are considered on a case-by-case basis.
- Submission requirements. ETP requests to MCO P1400.32D W/CH 2 are submitted via the chain of command to the first General Officer for endorsement. By direction endorsements are not authorized. The request clearly identifies the specific provision of MCO P1400.32D W/CH 2 requiring exception. The request includes detailed justification supporting the request. Requests not favorably endorsed by the first General Officer shall not be forwarded to Headquarters Marine Corps.
- Approval recording. Approved requests result in written authorization to the requesting command. The command records the approval via NAVMC 118 (Page 11) entry in the Marine's OMPF. MMPB-11 updates MCTFS as required.
- Eligibility to submit. Only Marine Corps commands are authorized to submit ETP requests. Commands external to the Marine Corps (e.g. MEPS) route requests through the Marine's administrative chain of command.
- Submission channel. Favorably endorsed requests submit to CMC (MMPB-11) at smb_manpower_enlisted_promotions@usmc.mil.
- Applicable to the total force.
