Enlisted Promotion Eligibility - S-1 Procedural Page

Role and responsibility

The promotions clerk runs the unit eligibility audit per MCO P1400.32DMCO P1400.32D Chapter 1 paragraph 1202 (Time in Grade and Time in Service). The S-1 chief tracks restriction holds per Chapter 1 paragraph 1204 (Promotion Restrictions). The S-1 officer signs by direction on eligibility documentation routing. The commander reviews and approves the eligibility roster prior to warrant action.

Source documents flow from the unit MCTFS grade and date-of-rank roster, the Marine's basic active service date (BASD) and pay entry base date (PEBD), the MOS qualification roster, the PME completion roster (Lance Corporal Leadership and Ethics Seminar, Corporals Course, Sergeants Course, Career Course, Advanced Course, SNCO Academy), the FITREP and conduct mark feed, and active restriction documentation. Eligibility actions land in the unit promotion register and the MCTFS promotion screen. Outputs include the eligibility roster, the restriction clearance routing, and the Page 11 documentation per MCO P1070.12KMCO P1070.12K Chapter 6 when applicable.

Per MCO P1400.32D Chapter 1 paragraph 1202, the TIG and TIS rules differ by grade transition. PFC and LCpl run on automatic TIG/TIS rules per Chapter 2 paragraphs 2100-2103. Cpl and Sgt run on composite score and cutting score rules per Chapter 2 paragraphs 2200-2203 with the underlying TIG/TIS gate from paragraph 1202. SSgt and above route through selection boards per Chapter 3 paragraphs 3100-3102 with the underlying TIG/TIS gate from paragraph 1202.

Processing workflow

1. Pull the unit promotion zone roster. Per Chapter 1 paragraph 1202, the MCTFS roster surfaces Marines at or near the TIG/TIS gate.
2. Validate TIG and TIS. Per MCO P1400.32DMCO P1400.32D Chapter 1 paragraph 1202, confirm the Marine meets the grade transition TIG and TIS criteria.
3. Apply promotion policies. Per Chapter 1 paragraph 1203, validate the promotion authority and approval route for the Marine's component (active, SMCR/AR, IRR).
4. Screen restrictions. Per Chapter 1 paragraph 1204, screen the Marine for discipline (NJP, court-martial pending), medical (limited duty, MEB), performance (failed PFT/CFT, adverse FITREP), and administrative (Page 11 non-recommendation, weight control program) holds.
5. Verify MOS qualification and PME. Confirm the Marine holds the required MOS and PME for the grade transition.
6. Cross-check FITREP and conduct marks. Adverse FITREP or low conduct mark triggers restriction screen.
7. Document eligibility status. Capture in the unit promotion register with EDIPI, grade, MOS, TIG date, TIS date, restriction state, and promotion zone status.
8. Flag ineligible Marines. Route restriction clearance through the chain or document non-recommendation per Chapter 1 paragraph 1204.
9. Brief the commander. The S-1 officer briefs the eligibility roster ahead of the next promotion cycle.
10. Update OMPF. Stage eligibility documentation and any Page 11 non-recommendation per MCO P1070.12KMCO P1070.12K Chapter 6.

Common pitfalls

• TIG/TIS gate misread on grade transition. Per MCO P1400.32DMCO P1400.32D Chapter 1 paragraph 1202, the gate differs by grade. Validate against the correct grade row.
• Restriction screen skipped. Per Chapter 1 paragraph 1204, the screen runs at every cycle. A missed screen lets a restricted Marine promote.
• PME completion lag. The Marine completed PME but the transaction not cut. Cut the PME completion in MCTFS at course completion.
• Page 11 non-recommendation not staged. The non-recommendation routing breaks. Stage the Page 11 at the non-recommendation decision per MCO P1070.12KMCO P1070.12K Chapter 6.
• Component eligibility rules conflated. Per Chapter 1 paragraph 1203, the component (active, SMCR/AR, IRR) drives the rules. Apply the correct component rules.

Decision points

• Promotion zone versus selection board zone. Per MCO P1400.32DMCO P1400.32D Chapter 1 paragraph 1202, Cpl and Sgt sit in the composite zone. SSgt and above sit in the selection board zone per Chapter 3 paragraphs 3100-3102.
• Restriction screen outcome. Per Chapter 1 paragraph 1204, a restriction suspends the promotion until cleared. The S-1 chief routes restriction clearance documentation.
• PME exception. The Marine lacks PME at the TIG/TIS gate. Per MARADMIN 263/26MARADMIN 263/26, all ETP requests to MCO P1400.32D route via the chain of command to the first General Officer for endorsement. By direction endorsements are not authorized. MARADMIN 520/15 (the legacy PME exemption flow for Cpl and Sgt) is cancelled. Identify the specific provision of MCO P1400.32D requiring exception and include detailed justification. Unfavorable first GO endorsement ends the package locally. Favorable endorsements forward to MMPB-11 at smb_manpower_enlisted_promotions@usmc.mil.
