MCO 10110.47A - Basic Allowance For Subsistence (Bas) And Meal Card Program

Scope

MCO 10110.47A promulgates policy for administering Basic Allowance for Subsistence (BAS) and the meal card program for military personnel, and cancels MCO 10110.47 W/CH 1. Portal BAS pages carry the working rule. BAS is a monthly cash payment offsetting the cost of food, officers almost always draw it, and enlisted members draw it when not on a meal card.

Operative content

• Commuted rations reporting follows Chapter 1 paragraphs 5.a through 5.l, documented on the NAVMC 10522 Commuted Rations Action form.
• The NAVMC 10522 is completed and filed in the OMPF within 10 working days from the date reported on the unit diary. Chapter 1 paragraphs 5.g-i and 5.l, with IRAM paragraph 5006.2.p.
• The unit BAS policy is reviewed every 3 years. Chapter 1 paragraph 5.g.
• Key supporting documents authorizing commuted rations reach the reporting unit within 5 days of authorization. Chapter 1 paragraph 5.l.
• Discount meal rate or field rations for Essential Unit Messing, field duty, and members traveling together with no or limited reimbursement during ADOS and AT report per Chapter 1 paragraph 5.b.
• Pay entitlements for Marines attached under a humanitarian status report per Chapter 1 paragraph 5.a.
• Separate rations authorization is issued in writing by the command. Members on meal cards do not draw BAS.
