91800. BLENDED RETIREMENT SYSTEM – CONTINUATION PAY (BRS-CP) (TTC 450/451/452/551) (ACTIVE COMPONENT (AC), ACTIVE RESERVE (AR), & RESERVE COMPONENT (RC)

BRS-CP is explained in MCBUL 1800 and MARADMIN(S) 543/17, 575/17, and 662/17. Additionally, an annual Calendar Year BRS-Continuation Pay (BRS-CP) MARADMIN is released each year with guidance and specific updates for the given Calendar Year. DO/FO (Disbursing) related information is contained with the Financial Management Policy (FPM). Authorization for BRS-CP payment is contained in the DODFMR, Vol 7A. Chapter 66. Included within the MCBUL is the eligibility criterion for opting into the Blended Retirement System, as well as defining which population group of Marines are auto enrolled into the Blended Retirement System. Once a Marine has elected to receive BRS-CP, and payment processing has occurred, this election is considered to be irrevocable. Marines are subject to BRS-CP recoupment processing in the event four years of obligated service are not completed/served in the appropriate component (AC-Active Component, AR-Active Reserve, or RC-Reserve Component). (I.E. If a Marine receives BRS-CP while serving in the Active Component (AC) they are expected to complete four years of obligated service in the AC. If a Marine receives BRS-CP while serving in the Active Reserve (AR) they are expected to complete four years of obligated service in the AR. Likewise, if a Marine receives BRS-CP while serving in the Reserve Component (IMA or SMCR) they are expected to complete four years of obligated service in the RC. (Note: IRR Marines are not eligible for BRS-CP. Service in the IRR does not satisfy the obligated service requirement for BRS-CP). Failure to complete the appropriate BRS-CP obligated service requirement (AC, AR, or RC) will result in pro-rated recoupment processing unless being discharged for reasons of Hardship, Medical Disability, or Death.

The MCTFS 405 RMK identifies BRS-CP election status as well as when BRS-CP credits/debits have been expensed and/or liquidated. Contained within the MCTFS 405 RMK is the Bonus Award Level (Flat Rate Bonus Amount), BRS-CP effective date (12 year Pay Entry Base Date Anniversary or PEBD plus 12 years), lump sum or installment payment indicator, BRS-CP Obligation Expiration Date (last day of required obligated service to satisfy four year BRS-CP agreement), BRS-CP Tax Code, installment payment amounts and anniversary payment dates. The following TTC’s pertain to BRS-CP payment and recoupment processing:

TTC 450 SEQ 000 (CREDIT BRS-CP – MCTFS 405 Remark):

[B] 1-byte numeric BRS-CP Term of Enlistment (I.E. Valid value is 4 for four year

(I.E. 1 for Lump Sum, 2 for Two Installments, 3 for Three Installments, 4 for
Four Installments)
[D] 2-byte alpha to denote BRS-CP Component (I.E. Agreement to serve four years in
the AC – Active Component, AR – Active Reserve, or RC – Reserve Component
(Valid RC BRS-CP assignment to the IMA or SMCR. IRR Marines are not authorized
BRS-CP)
[E] 8-byte BRS-CP Effective Date (Must equal BRS-CP Statement of Understanding
Election Date - Date Marine elects to receive BRS-CP and agrees to serve four
years of BRS-CP Obligated Service). Note: By law, BRS-CP elections must occur
before the 12 year Pay Entry Base Date anniversary (PEBD + 12 years).

[B] 1-byte alpha (I.E. Valid value ‘D’ for Declined (Voluntarily declined BRS-CP)
or ‘S’ for System Generated Declined BRS-CP. (I.E. A system generated Decline
BRS-CP transaction will occur in the event that a BRS-CP election is not made
and received by MCTFS prior to a Marine reaching their 12 year PEBD anniversary)
[C] 8-byte BRS-CP Decline Effective Date (Date Marine elects to decline acceptance
to receive BRS-CP in the case of Reason Code equal ‘D’. Or, 12 year PEBD
anniversary in the case of Reason Code equal ‘S’)
(NOTE: BRS-CP SYSTEM GENERATED DECLINE ELECTION GUIDANCE
- In the event a BRS-CP TTC 450 SEQ 000 (CREDIT BRS-CP) or SEQ 001 (DECLINE BRS-CP) is not reported to MCTFS, prior to the Marines 12 year PEBD anniversary date, then MCTFS will issue a System Generated TTC 450 SEQ 001 (DECLINE BRS-CP) transaction. The System Generated TTC 450 SEQ 001 DECLINE BRS-CP transaction will in turn establish a D405 RMK with D-APPROVE CODE equal ‘S’. HQMC(MPO) is the only Unit/RUC authorized to report DEL AS ERR TTC 450 SEQ 001 for a System Generated BRS-CP Decline election (405 RMK D-APPROVE CODE equal ‘S’). In the event an ADMIN RUC or IPAC attempts to report DEL AS ERR TTC 450 SEQ 001 for a MCTFS System Generated Decline election (D405 RMK D-APPROVE CODE equal ‘S’) the transaction will fail with the following DFR/ERROR: “MR/D405 RMK REFLECTS SYSGEN BRS-CP DECLINE ELECTION. CONTACT HQMC(MPO) FOR BRS-CP POLICY & TTC RPTING GUIDANCE”. Marines are afforded one full year to make a BRS-CP election. If the Marine fails to make a BRS-CP election, during this one year window of opportunity, and prior to their 12 year PEBD Anniversary, then the Marine is not eligible to receive BRS-CP. - TTC 451 SEQ 000 (TERMINATE RC-CP – MCTFS 405 Remark): (Note: Transaction valid only for Reserve Component BRS-CP recipients that are unable to complete the BRS-CP four year Obligated Service Requirement in the Selected Marine Corps Reserve (SMCR) or in the Individual Mobilization Augmentee (IMA) program. (Note: BRS-CP RECOUPMENT WAIVERS CAN BE GRANTED BY HQMC(RAM-1). Normally speaking, waivers can be granted for six months to allow reaffiliation into the SMCR/IMA. Contact RAM-1 to obtain a BRS-CP Recoupment Waiver prior to reporting TTC 451 SEQ 000).

Subsequently, TTC 877 is reported and changes the SPD Code to one that does require recoupment. The DO/FO would utilize SEQ 000 CHECK BRS-CP reporting in this scenario).

(I.E. DROP SPD is reported that requires BRS-CP recoupment. The BRS-CP Recoupment Module establishes a D405 RMK Required Recoupment Amount.
