PAA 03-21 - Clarification to Promotion Recommendation Process and Minimum Observation Time Exceptions

Scope

PAA 03-21 clarifies information technology system logic and the corresponding administrative actions required to recommend or not recommend Corporals and below for promotion. The advisory also defines Junior Enlisted Performance Evaluation System (JEPES) worksheet minimum observation time exceptions. References MCO 1616.1 and MCO P1400.32D remain in effect.

Content scope

• JEPES system logic. Not recommended entries certified via the Semi-Annual JEPES occasions (periods ending 31 January and 31 July) do not influence the succeeding months (February and August) promotion cycle. Marines marked not recommended in Semi-Annual JEPES occasions remain ineligible for promotion in March, September, and each subsequent month until a favorable recommendation is certified through a subsequent JEPES occasion or the MOL PromRec module.
• Monthly promotion recommendation certification through the MOL PromRec module. Certify each month prior to the recommendation certifications due date to effect promotions for the succeeding month.
• Monthly validation of promotion eligibility rosters as a unit battle rhythm requirement.
• Minimum observation time. Per MCO 1616.1, the minimum observation time for JEPES worksheets is 30 days. The advisory lists reporting occasions exempt from the minimum observation time requirement, including TR (Transfer) for Initial Skills Training of qualifying duration. Exemptions will be incorporated in the next revision of MCO 1616.1.
