Reserve Promotion Policy
Reserve promotions follow the same MCO P1400.32 framework as active duty but with reserve-specific timing, eligibility, and processing differences. Quarterly cycles for E-2 through E-5, board cycles for SNCO and officer.

Reserve vs Active Promotion Policy
Per MCRAMM Chapter 4 Section 6 and MCO P1400.32MCO P1400.32, reserve promotions follow the same general framework as active duty promotions but with reserve-specific differences.

Enlisted Promotion Cycles
Reserve Quarterly Cycle
Reserve enlisted promotions process quarterly per MCO P1400.32MCO P1400.32 Volume 2.
- Q1: October 1 (effective date for promotions earned through prior quarter)
- Q2: January 1
- Q3: April 1
- Q4: July 1
Eligibility Computation
Per MCRAMM, reserve eligibility requires.
- Time in grade (TIG) per the published reserve TIG requirements
- Time in service (TIS) per the published reserve TIS requirements
- MOS qualification and currency
- Last fitness report or proficiency mark satisfactory
- No pending administrative or disciplinary actions
- Required training completion
Reserve TIG requirements differ slightly from active duty due to drilling status.
Composite Score for Reserve
For LCpl through Sgt promotions, composite score calculation includes.
- Time in service points
- Time in grade points
- Conduct marks
- Proficiency marks
- Awards points
- Education points (high school, college, MarineNet courses)
- PFT and CFT scores
- Rifle qualification
The cutting score for promotion is established by HQMC and announced via MARADMIN.
Officer Promotion Process
Reserve officer promotions follow MCO P1400.32MCO P1400.32 Volume 1 with reserve-specific provisions.
- Selection boards convene for promotion to grades from O-3 through O-9
- Reserve selection boards consider reserve performance and active duty equivalent factors
- Promotion to higher grades requires confirmation per applicable statute
- Mandatory removal dates apply per officer policy
I&I admin processes officer promotion records and supports board preparation but does not run the boards.
Performance Steps for Quarterly Promotion Processing
Step 1 - Pull Eligibility Roster
Before each quarterly cycle.
- Pull the eligibility roster from MOL Promotion Module
- Verify each member's MCTFS data is current
- Identify members with eligibility issues to resolve
- Review unit composite scores for accuracy
Step 2 - Address Composite Score Issues
For members with low composite scores due to data errors.
- Verify all marks (Pro/Con) are correctly posted
- Verify all awards are posted
- Verify education credits are posted
- Verify PFT and CFT scores current
- Submit UD/MIPS corrections for any data errors
Step 3 - Process Will Not Promote Decisions
Where commander does not recommend a member for promotion.
- Document via Page 11 entry per MCO P1070.12MCO P1070.12
- Submit "Will Not Promote" entry via MOL Promotion Module
- Member acknowledges with signature
- Process before the cycle closes
Step 4 - Generate Promotion Warrants
For members selected.
- Generate warrant from MOL or unit format
- Warrant includes member identification, new grade, effective date
- Route to commander for signature
- Print for member presentation
Step 5 - Process Unit Diary Entries
After warrants signed.
- Submit UD/MIPS promotion transaction
- Verify EDFR returns clean
- Member's pay reflects new grade next pay period
Step 6 - File and Distribute
Final processing.
- Original warrant to member at promotion ceremony
- Copy to OMPF via PAC
- Copy to unit personnel file
- Pay reflects new grade in next drill pay processing
Common Promotion Errors
These hit on quarterly processing.
- Member's composite score wrong due to missing data. Pro/Con marks, awards, education credits not posted. Fix by submitting UD/MIPS corrections before the cycle closes.
- Will Not Promote without Page 11. Per policy, commander must document Will Not Promote with Page 11. Without Page 11, member appeal possible.
- Promotion processed for ineligible member. Time in grade or service shortfall not caught. Audit eligibility carefully.
- Effective date wrong. Reserve promotions effective on quarterly date, not the date of warrant signature. Use correct effective date.
- Unit diary entry missing or failed. Promotion warrant signed but UD/MIPS transaction not submitted or failed. Member's grade does not update in MCTFS.

For staff sergeant and above, promotions process through HQMC selection boards.
- Eligibility based on time in grade, service, MOS qualification
- Selection board reviews master brief sheets and records
- Board produces selection list
- Promotions sequenced based on board outcome
