Corporal and Sergeant Promotion - S-1 Procedural Page

Role and responsibility

The promotions clerk keeps each Marine's JEPES data current in MCTFS ahead of the record cutoff date and reconciles select grades against the month's cutting scores. The S-1 chief tracks the unit eligibility roster and retains each month's cutting scores. The S-1 officer routes the warrant for signature and the Page 11 entry. The commander signs the warrant and pins the new rank.

Per MARADMIN 502/26MARADMIN 502/26 paragraph 1, the monthly Active-Duty Corporal and Sergeant promotion authority MARADMIN is discontinued. Per paragraph 2, MCO P1400.32DMCO P1400.32D W/CH 2 is the promotion authority for all Active-Duty LCpls and Cpls promoting to Cpl and Sgt, effective with 1 October 2026 promotions. Commands reference MCO P1400.32D W/CH 2 when creating promotion warrants.

Promotions to Cpl and Sgt run on the JEPES score under MCO 1616.1MCO 1616.1. MMPB-11 sets cutting scores by IMOS. Per MARADMIN 502/26 paragraph 3, cutting scores post in MCTFS after each month's select grades post, and on the Enlisted Promotions website. Commands maintain each month's cutting scores for future reference.

FY27 effective and record cutoff dates

Per MARADMIN 502/26 paragraph 5.b, promotions take effect on the first day of the month, with date of rank equal to the effective date. The JEPES score for consideration is set as of the record cutoff date.

Trigger events

• Record cutoff date approaches for the next promotion month.
• Monthly PromRec certification window opens in MOL.
• Select grades post on the Diary Feedback Report.
• Cutting scores post in MCTFS for the month.
• A late JEPES entry lands after the record cutoff date.
• Discipline, medical, or performance state suspends the promotion per Chapter 1 paragraph 1204.

Processing workflow

1. MPMN. Confirm eligibility. Per MCO P1400.32D Chapter 1 paragraph 1202, validate time in grade and time in service. Per MARADMIN 222/26MARADMIN 222/26, the Sgt time in service minimum is 30 months for promotions effective on or after 1 October 2026. Confirm the PME flag reads "Y".
2. MPMN. Screen restrictions. Per Chapter 1 paragraph 1204, screen for discipline, medical, performance, or administrative holds.
3. MPMN. Certify recommendations. Per PAA 03-21PAA 03-21, certify recommended and not recommended entries in the MOL PromRec module each month before the certification due date.
4. MPMN. Verify JEPES data before the record cutoff. Confirm rifle, MCMAP, PFT, CFT, PME, education, and command input marks are posted in MCTFS by the record cutoff date for the target month. Data posted after the cutoff counts toward a later month.
5. MPMN. Reconcile select grades. Compare the select grades on the Diary Feedback Report against the month's cutting scores in MCTFS JEPA.
6. MPMN. Retain the cutting scores. Per MARADMIN 502/26 paragraph 3, file the month's cutting scores for future reference.
7. MPMN. Prepare the warrant. Cite MCO P1400.32D W/CH 2 as the promotion authority, per MARADMIN 502/26 paragraph 1. Effective date and date of rank are the first day of the promotion month. Route to the commander for signature.
8. MPMN. Cut the promotion transaction. Submit through UD-MIPS per MCTFSPRIUMMCTFSPRIUM.
9. MPMN. Process remedial selections. Per MARADMIN 559/23MARADMIN 559/23, late JEPES entries drive the junior remedial process. Remedial selection entries run with TTC 287-003 between the 1st of the promotion month and the day before select grades run for the following month.
10. MPMN. Document. Per MCO P1070.12KMCO P1070.12K Chapter 6 and MCO P1400.32D Chapter 1 paragraph 1205, record the promotion. Stage the warrant and Page 11 in the OMPF Field Folder.

• MCTFS. Holds the authoritative JEPES score, select grades, and cutting scores on the JEPA screen.
• MOL. PromRec module for promotion recommendation certification, and the JEPES Marine Reported On Dashboard.
• UD-MIPS. Cuts promotion and remedial transactions through the Unit Diary.
• Enlisted Promotions website. manpower.marines.mil, Divisions, Manpower Management, Performance Branch, Promotion Section, Enlisted Promotions, Sergeants and Below Promotions.

Forms

• Promotion Warrant. Prepared by the command, citing MCO P1400.32D W/CH 2.
• NAVMC 118 (11) Administrative Remarks. Page 11 documenting the promotion.
• Monthly cutting score record. Retained by the command per MARADMIN 502/26 paragraph 3.

Common pitfalls

• Warrant cites a monthly promotion MARADMIN. No monthly message exists for promotions effective 1 October 2026 and later. Cite MCO P1400.32D W/CH 2.
• JEPES data posted after the record cutoff. The Marine misses the month. Post data before the last day of the month two months ahead of the promotion.
• Cutting scores not retained. The command lacks the record when a promotion is questioned. File each month's scores.
• PromRec certification missed. A not recommended entry carries forward. Certify every month per PAA 03-21.
• Page 11 omitted on promotion. Cut Page 11 at promotion per MCO P1070.12K Chapter 6.

Decision points

• Late entry versus remedial promotion. Data posted after the record cutoff goes to the junior remedial process per MARADMIN 559/23, not a manual warrant.
• Promotion versus restriction. Per Chapter 1 paragraph 1204, an active restriction suspends the promotion.
• Reserve Component Marine. MARADMIN 502/26 covers the Active Component only. MARADMIN 503/26MARADMIN 503/26 sets the quarterly AR, SMCR, and IRR cycle. See the I&I reserve promotions page.
