90 to 120 Days and Recurring Battle Rhythm
Section 6 of the Master Turnover Checklist. CCA with DEOCS within 90 days, Supply account formal acceptance, NAVMC 10030, FPC SOP, METL submission. Annual recurring requirements and the monthly/quarterly battle rhythm that sustains command.
Command Actions

- Formally accept supply account or report discrepancies within 60-day window
- Sign NAVMC 10030 within 90 days and provide to CDRM for CROSS upload
- Publish Force Preservation Council SOP within 90 days
- Submit METL to Higher Headquarters for approval
- Publish SAPR Command Policy Statement if not done within first 30 days
- Receive MMEA retention briefing
- Verify fiscal/appropriations law training currency
- Attend monthly CMG for open SAPR Unrestricted Reports - NON-DELEGABLE
- Update reporting Marines on case status within 72 hours of each CMG
- Chair monthly Force Preservation Council with CIRRAS
What Section 6 Covers
Section 6 is the sustainment phase. Three groups of actions: 90-120 day post-CoC actions, annual recurring requirements, and the monthly and quarterly battle rhythm. These are the actions that, once established, define what command actually looks like day to day.
The 90-120 day actions complete the formal turnover. Annual and battle rhythm actions are the operational floor for the rest of your tenure.

The 60-day Supply formal acceptance is the deadline that binds you to the count. Failing to formally accept within 60 days from assumption means the account remains contested. Discrepancies must be reported in writing during this window.
The "negative response if no discrepancies" rule under CMC White Letter 3-17 is often missed. Silence is not compliance. A negative response statement is required.

The 1 Aug to 30 Nov annual DEOCS window is fixed. Beginning later than 31 October risks missing the FITREP annotation requirement.

CMG attendance and the 72-hour case-status update to the reporting Marine are explicitly non-delegable under MCO 1752.5CMCO 1752.5C. XO substitution is not authorized.
The FPC unavailability rule under MCO 1500.60AMCO 1500.60A Para 4.b.(3)(l) is a documentation requirement. Memorandum for Record stating why CO did not chair, retained 3 years. Habitual delegation to XO without MfR support is a finding.

Incoming CO signs after all 120-day obligations are fulfilled. Outgoing CO has departed command well before the incoming CO signs their block.
Both certifications, when complete, constitute the official record of command turnover.
What This Document Is Not
The Master Turnover Checklist v4.0 is explicit on its own scope:
- Not exhaustive
- Verify all policy against MCPEL before use
- Contact supporting SJA, G-1 or S-1, and Inspector General for current guidance
Treat this section as the operational floor for the first 120 days of command. Higher headquarters and unit-specific SOPs add requirements on top. Updates to MARADMINs and MCOs occur during your command tour. Re-verify annually at minimum.
Sustainment Self-Check
Quarterly, run through these questions:
- CCA/DEOCS POA&M tracked and annotated for FITREP?
- SAPR VA D-SAACP currency confirmed for every appointed VA?
- Tier 1 fund control training current within 3 years?
- CMT cadence in MCTIMS consistent with MCO 1500.63AMCO 1500.63A and MARADMIN 199/26MARADMIN 199/26?
- CIRRAS entries current for all Marines on the high-risk list?
- Monthly CMG attended and case-status updates documented?
- NAVMC 10030NAVMC 10030 RM training tracked for all personnel?
- CMR quarterly reconciliations complete?
- METL re-validated against HHQ updates?
Any "no" is the next quarter's first priority.
