Turnover
First 30 Days Policy and Appointments
Section 4 of the Master Turnover Checklist. Command policy letters re-issued under the new CO's signature, written appointments for required billets, Funds Control for Commanding Officers training, and readiness reporting setup including FPC and CMT.
Command Actions
- Re-issue all command policy letters under your signature - do not rely on predecessor letters
- Sign written appointments for all required billets (Supply, MMO, Readiness, SAPR VAs, Safety, etc.)
- Complete the Funds Control for Commanding Officers course within 2 weeks of assuming command
- Confirm the Comptroller holds DOA letters and training status for all Funds Control Personnel
- Complete MarineNet DRRS-MC policy course within 30 days
- Establish Commander Standing Notification Events (CSNEs) and conduct first Readiness Board
- Chair first Force Preservation Council with CIRRAS
- Audit NAVMC 11654 or NAVMC 11657 UPFRP enrollment for all Marines
- Approve first monthly random urinalysis schedule
- Verify CMT completion dates align with MCO 1500.63A (non-core CMT now BIENNIAL)
The 30-Day Window Rule
Section 4 puts a hard deadline on actions that incoming COs habitually defer. The Master Turnover Checklist is explicit: do NOT use "all policies remain in effect." Every policy letter must be re-issued under your signature.
The 30-day window covers four distinct areas: command policy letters, written appointments, fund control training, and readiness setup including FPC and CMT.
A. Command Policy Letters
Every policy letter terminates with the predecessor. Re-issue under your signature within 30 days. Do not back-date. Effective date is the date of your signature.
| Action | Authority |
|---|---|
| Command Safety Policy Statement | MCO 5100.29CMCO 5100.29C Ch 2 Para 0204 |
| Command Philosophy / Commander's Intent Letter | Commander's Leadership Handbook (USMCU 2016) |
| Military Equal Opportunity (MEO, formerly PAC) Policy Statement | MCO 5354.1GMCO 5354.1G |
| Hazing Policy Letter | MCO 1700.28MCO 1700.28 |
| Substance Abuse Policy Letter | MCO 5300.17MCO 5300.17 |
| Anti-Harassment / Human Relations Policy Statement | MCO 5354.1GMCO 5354.1G |
| SAPR Command Policy Statement (required within 90 days; publish now if possible) | MCO 1752.5CMCO 1752.5C Appendix B |
The "all policies remain in effect" pattern is a common failure. It is administratively convenient and substantively incorrect. The policy letter is your statement of expectation as commander. Predecessor signatures do not bind your command.
B. Required Written Appointments
Each appointment requires a written letter signed by you. SAPR VA appointments have additional eligibility prerequisites.
| Action | Authority |
|---|---|
| Supply Officer: DD Form 577DD Form 577 (confirm Day 0-7 execution and file on record). | 2016 Commanders Materiel Readiness Handbook |
| Maintenance Management Officer (MMO) in writing. Required when field-level maintenance is authorized for more than one commodity. | 2016 Commanders Materiel Readiness Handbook |
| Readiness Officer and Authorized Agent(s) in writing. | Commanders Readiness Handbook |
| SAPR Victim Advocates (minimum 2) in writing. ONLY after full eligibility screening: background investigation, NSO check, PMO check, Secret clearance, D-SAACP certification, 40-hour training. | MCO 1752.5CMCO 1752.5C; SAPR Smart Pack; DoDI 6495.03DoDI 6495.03 |

| ISSM/ISSO in writing. RMF eMASS continuity for unit-owned systems. | DoDI 8500.01DoDI 8500.01; DoDI 8510.01DoDI 8510.01 |
| OPSEC Officer/Coordinator in writing. Review CIIL. | MCO 3070.2AMCO 3070.2A; IGMC FAC #18 |
| Level II-trained Antiterrorism Officer (ATO) in writing. Review FPCONs, RAMs, AT plan. | DoDI 2000.16DoDI 2000.16; IGMC FAC #1 |
| SACO / Unit Prevention Leader (UPL) in writing. Confirm training and certification. | MCO 5300.17MCO 5300.17; IGMC FAC #31 |
| Equal Opportunity Representative (EOR) / Command Resilience Team members. | MCO 5354.1GMCO 5354.1G; MARADMIN 534/23MARADMIN 534/23 |
| Voting Assistance Officer (VAO). | DoDI 1000.04DoDI 1000.04; IGMC FAC #39 |
| AVIATION ONLY: Aviation Safety Officer (ASO) designation. Must be school-trained (NPS Aviation Safety Officer Course). | OPNAVINST 3750.1B |
The SAPR VA eligibility chain is a high-frequency failure. Appointing a Marine as a VA before D-SAACP certification, or before the 40-hour training is complete, is a procedural defect that voids the appointment. Run the full screening before signing.
C. Fiscal and Fund Control Training [NEW V4.0]
MARADMIN 490/26MARADMIN 490/26 sets the rule. As CO you are Funds Control Personnel (FCP) by position. The tier system is gone. MARADMIN 350/11 and MARADMIN 468/26 are canceled.
| Action | Authority |
|---|---|
| FUNDS CONTROL FOR COMMANDING OFFICERS. Complete the course within 2 weeks of assuming command. The course satisfies initial Appropriations Law, DON Budget Execution, and Anti-Deficiency Act training. Cornerstone attendees who completed the DC P&R Appropriations Law block already meet it. | MARADMIN 490/26MARADMIN 490/26 Para 4.A; DoD FMR Vol. 14DoD FMR Vol. 14 Ch. 2 |
| Request a financial management brief from your G-8 or Comptroller within the first 2 weeks. Strongly encouraged. The brief does not replace the course. | MARADMIN 490/26MARADMIN 490/26 Para 4.A.1 |
| Confirm the Comptroller holds a written Delegation of Authority (DOA) for every Funds Control Personnel member and tracks training status. Fund Holders need a formal DOA signed by you. Fund Managers need an appointment letter. Semiannual reports go to DC, PR (RBD OPS) NLT 31 March and 30 September. | MARADMIN 490/26MARADMIN 490/26 Paras 3 and 5 |
FCP status comes with the position and stays with you. After the initial course, complete Appropriations Law refresher training at least once every 3 years while in command. An FCP out of compliance loses authority to approve obligating documents until training is complete. The activity comptroller keeps the training record.
D. Readiness Reporting, FPC, Family Readiness, and CMT [NEW V4.0]
| Action | Authority |
|---|---|
| Complete MarineNet DRRS-MC policy course within 30 days of appointment. | Commanders Readiness Handbook |
| Establish Commander Standing Notification Events (CSNEs) and conduct first Readiness Board. | Commanders Readiness Handbook |
| Chair first Force Preservation Council (FPC). CIRRAS is the mandatory tool. Only uniformed users may have access to individual CIRRAS profiles. | MCO 1500.60AMCO 1500.60A Para 4.b.(3)(a) |
| NEW JOINS: All Marines transferred with a LOW risk determination must automatically be assigned ELEVATED risk for 90 days from date joined in MCTFS. Discuss during FPCs throughout this period. | MCO 1500.60AMCO 1500.60A Para 4.b.(3)(g)(3) |
| Confirm CIRRAS entries are current for all high-risk Marines briefed by outgoing CO. Warm handoff documentation complete. | MCO 1500.60AMCO 1500.60A Para 4.b.(3)(g) |
| Attend UPFRP Family Readiness Command Team Executive Brief within 60 days with full team: CO, XO, SgtMaj/SEA, Chaplain, FRO, SMSPR, single Marine rep, CO/SEA spouse. | MCO 1754.9BMCO 1754.9B Para 4 |
| Audit NAVMC 11654NAVMC 11654 (Authorization) or NAVMC 11657NAVMC 11657 (Opt-Out) for all Marines. UPFRP rules are punitive under Article 92, UCMJ. | MCO 1754.9BMCO 1754.9B Ch. 2 and Ch. 4 |
| Approve first monthly random urinalysis schedule. | MCO 5300.17MCO 5300.17; DoDI 1010.01DoDI 1010.01 |
| CMT: Verify all training completion dates in MCTIMS align with MCO 1500.63AMCO 1500.63A (10 Apr 26). NON-CORE CMT is now BIENNIAL. CORE CMT remains ANNUAL. | MARADMIN 199/26MARADMIN 199/26; MCO 1500.63AMCO 1500.63A |
The biennial non-core CMT change under MARADMIN 199/26MARADMIN 199/26 is recent. Units running on the prior annual cadence are non-compliant. Verify in MCTIMS.
The "elevated risk for 90 days" rule for new joins under MCO 1500.60AMCO 1500.60A Para 4.b.(3)(g)(3) is non-discretionary. A Marine joined with LOW risk in MCTFS gets ELEVATED status by rule. FPC discussion is documented.
Common Failures on Section 4
- Predecessor policy letters left in force. Letters dated under outgoing CO continue to be referenced. New CO has not signed any. Substantively void.
- SAPR VA appointed before D-SAACP certification complete. Appointment letter signed; eligibility screening incomplete. Voids the appointment and exposes the program to inspection finding.
- Funds control training treated as a Comptroller brief. The brief is encouraged, the course is required. MARADMIN 490/26MARADMIN 490/26 requires the Funds Control for Commanding Officers course within 2 weeks and a training record held by the activity comptroller.
- CMT cadence not adjusted to biennial. Unit continues annual non-core CMT under prior MCO. MCTIMS still shows annual. MARADMIN 199/26MARADMIN 199/26 supersedes.
- CIRRAS warm handoff treated as briefed-not-documented. New CO inherits a list of names without the underlying CIRRAS entries updated. Para 4.b.(3)(g) standard is documentation, not briefing.
30-Day Sign-Off Checklist
Before Day 30 closes, confirm:
- All seven core policy letters signed under my name with current dates
- Required written appointments signed for every applicable billet
- Funds Control for Commanding Officers course completed within 2 weeks of assuming command
- DOA letters on file for every Funds Control Personnel member
- MarineNet DRRS-MC policy course completed
- First FPC chaired with CIRRAS
- UPFRP enrollment audited (NAVMC 11654NAVMC 11654 or 11657 for every Marine)
- CMT cadence confirmed against MCO 1500.63AMCO 1500.63A in MCTIMS
- First random urinalysis schedule approved
A "no" on any of these is a 60-day problem. Resolve before the 30-day mark or accept the schedule slip is on the record.
