PUC, MUC, NUC, MUM. Joint service awards. MOVSM. Different chains, different criteria. The unit award attaches to every Marine on the rolls during the period. Verify each Marine's eligibility.

SECNAV M-1650.1 Time Limits for Unit Decorations
Per SECNAV M-1650.1SECNAV M-1650.1 paragraph 1A.4, unit decorations carry the same 3/2/5 rule as PMDs.SECNAV M-1650.1 1A.4
- 3 years from the distinguishing act or end of the period to officially enter the nomination into channels.
- 2 years from origination to final action.
- 5 years maximum from the act. Past 5 years, the package routes through Chapter 8 Beyond the Limits procedures.
- 60 days minimum before the desired presentation date for the package to arrive at the final awarding authority.
The Unit Award Hierarchy

The unit award attaches to every Marine on the rolls during the qualifying period. A Marine who served in the unit during a PUC period wears the PUC for life.
Eligibility Verification
For each Marine in your section, verify.
- Was the Marine on the unit's rolls during the unit award qualifying period?
- Does the Marine's OMPF reflect the unit award entry?
- Does the Marine's Awards Branch record at HQMC reflect the entry?
A Marine who earned a PUC at a prior unit but whose OMPF does not reflect it has a records gap. Coordinate with S-1 on correction.
OVSM Operational Rules
The Outstanding Volunteer Service Medal recognizes sustained civilian volunteer service. The rules carry sharper limits than most leaders realize.
Eligibility floor.
- Minimum 3 years of sustained volunteer service at Marine commands.
- NO minimum number of hours.
- Awarding authorities interpret "3 years sustained" at their discretion.
- Documentation by the Marine and the volunteer organization sponsor.
What the OVSM cannot recognize.
- Actions that support only the unit or military. Examples: NCO club, Birthday Ball, Chief's mess, Single Marine Program.
- The unit's mission or a Marine Corps mission. Toys for Tots is the clear example.
- Actions while deployed to a combat zone. Examples: winning hearts and minds for counter-insurgency, building diplomatic relations.
Per-tour and per-action limits.
- Only ONE OVSM award per tour.
- Actions cited for the OVSM may NOT be used for any other award. Reuse breaks both packages.
Records and recognition mechanics.
- The OVSM does NOT reflect on the Master Brief Sheet.
- The OVSM MAY be considered commendatory material for performance evaluation at the reporting senior's discretion.
- The OVSM Letter of Authorization is OPTIONAL, not required. Units may produce one as a tangible item to present at recognition.
- Letter date matches the IAPS approval date. Action dates on the letter match what is in IAPS.
- Units are NOT authorized to create any other type of certificate for this award.
A Marine doing 3-plus years of community service through a chaplain's program, youth mentoring, disaster response, or sustained civic outreach to the civilian community fits the OVSM criteria. A Marine running the unit's holiday charity drive does not.
Joint Service Awards
Joint Meritorious Service Medal, Joint Service Commendation Medal, Joint Service Achievement Medal. Earned during joint duty assignments.
The chain runs through the joint command, not through the Marine Corps chain. Service representative at the joint command signs the recommendation. Per DoD Manual 1348.33DoD Manual 1348.33. DoD Manual 1348.33
A Marine arriving from a joint duty assignment with no joint award documented may have a joint command processing gap. Coordinate with the joint command's records office.
Foreign Awards
Foreign government awards to Marines require acceptance authorization through DoD before wear.
- 5 USC 73425 USC 7342 governs receipt of foreign gifts including awards.
- DoD acceptance process runs through the chain to OSD level for many cases.
- Marine cannot wear the foreign award until acceptance authorization clears.
A Marine returning from a deployment with a foreign decoration in hand has paperwork to complete before the award lands on the uniform.
Letters of Appreciation Versus Letters of Commendation
Below the medal threshold. Both useful.
- Letter of Appreciation. From a peer organization or external authority for support to that organization.
- Letter of Commendation. From the chain of command for performance not warranting a medal.
Both file in OMPF. Both visible at promotion boards. Both faster to draft and route than a medal package.
Page 11 Commendatory
A Page 11 entry in the SRB documents commendatory performance. The entry stays with the Marine through the career.
- Specific achievement.
- Date.
- Section leader or higher signature.
- Filed in SRB.
A series of Page 11 commendatory entries across a cycle paints a picture for the promotion board even without a medal.
Common Unit and Collateral Award Failures
- Marine joins the section, OMPF does not reflect a unit award the prior unit earned. The Marine wears nothing for the period until S-1 corrects.
- MOVSM nomination drafted without the 3-year sustained service evidence. Returns at the chain.
- Joint award sits in joint command processing while the Marine PCSes back to the Corps.
- Foreign award worn before acceptance authorization clears.
- Letter of Commendation drafted but never filed in OMPF.
