MARADMIN 325/26 (signed 21 July 2026 by Lieutenant General J.A. Matos III, DC I) announces the Marine Corps ARTIFICIAL INTELLIGENCE, DATA, AND SOFTWARE (ADS) INFORMATION RESOURCE MANUAL (IRM). The IRM sets the enterprise capabilities, guardrails, and processes to accelerate adoption, remove redundant procurement, and align AI and data work to enterprise cybersecurity and portfolio-management requirements. Before you build or buy an AI, data, or software capability, check the enterprise baseline first. Six enterprise platforms cover most needs. Use them before pursuing a separate solution. Coordinate any new capability through the USMC ARTIFICIAL INTELLIGENCE WORKING GROUP (AIWG) and the applicable FUNCTIONAL AREA MANAGER (FAM). Per MARADMIN 325/26.

The Six Enterprise Platforms

Per MARADMIN 325/26 paragraph 2. These platforms provide data analytics, AI tools, and localized coding environments without the need for units to procure individual or redundant solutions.

War Data Platform (WDP)

Enterprise data-analytics environment for working with Marine Corps data at scale.

Maven Smart System (MSS)

Enterprise data-integration and decision-support system.

Low-Code Application Development Platform (LCAP)

Build applications with minimal hand coding.

Enterprise Data

Governance and Portfolio Management

Per MARADMIN 325/26 paragraphs 4 and 5. ADS work complies with all policy, portfolio-management, acquisition, and cybersecurity requirements.

Before You Develop

• Consult the USMC AIWG and the applicable FAM before initiating an ADS capability.
• Confirm the enterprise baseline does not already meet the need.

After You Develop

• Capabilities built on enterprise platforms undergo a quarterly portfolio-management compliance assessment.
• Applicable portfolio-management policies are listed in the IRM.

Cybersecurity

Per MARADMIN 325/26 paragraph 6.

• A capability built inside an approved platform authorization to operate needs no additional cybersecurity or Cybersecurity Risk Management Construct (CSRMC) action.
• Any use of Personally Identifiable Information (PII) or Protected Health Information (PHI), regardless of platform accreditation, requires a privacy impact assessment and approval for each specific use.

Additional Capabilities Beyond the Baseline

Per MARADMIN 325/26 paragraph 7. If your mission needs a capability the enterprise does not provide, coordinate with FAMs to determine the capability-development and approval process. The IRM lists FAMs, their functional boundaries, and points of contact.

Common Errors

Procuring a Redundant Tool

Unit buys a tool the enterprise baseline already provides.

Mitigation. Check the ADS IRM and the six enterprise platforms before procurement.

Skipping FAM Coordination

Unit develops a capability without consulting the AIWG or the FAM.

Mitigation. Coordinate before initiation, not after.

Loading PII or PHI Without Assessment

Unit processes PII or PHI on an enterprise platform assuming accreditation covers it.

Mitigation. Complete a privacy impact assessment and get approval for each specific use.
