PME Requirements for Promotion

Professional Military Education (PME) is required for promotion to higher grades. Marines who are not PME complete by the convening date of a board (or by the JEPES select grade computation for junior enlisted) are NOT eligible for promotion. Three PME paths exist for SNCO promotions. MarineNet EPME Course (the basic requirement). Resident School (formal in-residence course at Marine Corps University or equivalent). Seminar Program (the part-time alternative to a resident school for some grades). Marines serving in specific Special Duty Assignment (SDA) billets are EXEMPT from completing the resident school or Seminar Program for their respective grade PME, but they MUST still complete the MarineNet EPME Course. Sequenced PME provisions sometimes allow Marines to be selected before completing PME, but Marines should not rely on this. Per MARADMINs 630/24 and 631/24, MARADMIN 474/21MARADMIN 474/21, and MCO P1400.32DMCO P1400.32D.

The PME Requirement Framework

Per MCO P1400.32DMCO P1400.32D and MARADMIN 474/21MARADMIN 474/21, all Marines must be PME complete in accordance with applicable MARADMINs prior to being promoted.

Junior Enlisted

For LCpl, Cpl promotion. Per MARADMIN 474/21MARADMIN 474/21, the PME flag in MCTFS must be "Y."

SNCO

For SSgt and above. Per MARADMINs 630/24 and 631/24, specific PME requirements apply by grade. Marines must be PME complete by 2359 EST one day prior to the board convening to be considered PME complete by the board.

Officer

Officer PME framework is governed separately and includes resident PME requirements at various career levels.

The PME Flag in MCTFS

For junior enlisted, the PME flag in MCTFS must be "Y" for promotion select.

What "PME Complete" Means

The Marine has completed the required PME for the next grade.

• For LCpl. Required PME for Cpl.
• For Cpl. Required PME for Sgt.
• For Sgt promotion to SSgt. Required PME for SSgt (different framework).

PME Flag "N" Result

Marines who meet the cutting score but are not PME complete will NOT be selected for promotion. The PME flag must be "Y."

Junior Remedial Promotion

Per MARADMIN 559/23MARADMIN 559/23, late PME entries trigger automatic remedial promotion in MCTFS for junior enlisted.

Three PME Paths for SNCO Promotions

Path 1. MarineNet EPME Course

The basic, online PME requirement.

• Available through MarineNet at https://www.marinenet.usmc.mil/.
• Self-paced.
• Specific course required for each grade.

Path 2. Resident School

Formal in-residence PME course at Marine Corps University or equivalent.

Examples

• Sergeant Course (for SSgt).
• Career Course (for GySgt).
• Advanced Course (for MSgt and above).

Why Resident PME

Provides full-time educational experience with peer interaction and faculty mentorship.

Path 3. Seminar Program

Part-time alternative to resident school for some grades.

How It Works

• Conducted at the Marine's installation.
• Periodic seminar meetings over a defined timeframe.
• Allows Marines to complete formal PME while remaining in their current billet.

SDA (Special Duty Assignment) Waiver

Per MARADMIN 630/24MARADMIN 630/24 paragraph (specific to SDAs), all Marines currently serving on or within 365 days of transfer from a Special Duty Assignment billet with specific MOSs are EXEMPT from completing either a Resident School or Seminar Program for their respective grade PME.

Exempt SDA Billet MOSs

The following MOSs in SDA billets receive the exemption.

• 0911 (Recruiter).
• 0913 (Recruiter Specialist).
• 8152 (Drill Instructor).
• 8156 (Drill Master).
• 8154 (Combat Instructor).
• 8411 (Marine Officer Instructor).
• 8421 (Career Recruiter).

Special Cases (Per MARADMIN 630/24)

Officer Candidate School Quantico, VA

Marines serving at Officer Candidate School Quantico, VA, in a permanent personnel capacity in an 0911 billet are included in the exemption.

Officer Training Command Newport

Marines serving at Officer Training Command Newport, specifically in a 0911 billet, in a permanent personnel capacity are included.

MarineNet EPME Course Still Required

Even with the SDA waiver, Marines must still complete the MarineNet EPME Course for their respective grade.

What the Waiver Does NOT Cover

Relief for Cause or for Good of the Service

Per MARADMIN 630/24MARADMIN 630/24, the PME waiver applies to Marines relieved for cause or for good of the service.

Marines Approved for LATMOVE to Career Prior Service Recruiter (8422/8422A)

Marines approved for LATMOVE to Career Prior Service Recruiter and possessing MOS 8422/8422A do NOT rate the PME waiver.

Assistant Marine Officer Instructor and 8412 Career Recruiter

Marines serving as Assistant Marine Officer Instructor or 8412 Career Recruiter do NOT rate the PME waiver.

When the Waiver Applies for the Board

Marines who rate the SDA waiver at the convene date of the board continue to rate the waiver for the duration of the board.

Sequenced PME Provisions

Sometimes PME selection MARADMINs include sequenced PME provisions allowing Marines to be selected before completing PME, with a deadline to complete after selection.

Why Sequenced PME

Recognizes that PME completion timing may not perfectly align with selection board timing. Allows Marines to be selected and given time to complete PME after.

What Sequenced PME Means for the Marine

If selected for SSgt, GySgt, etc., the Marine has a specific deadline to complete the required PME or face revocation of the selection.

270-Day Window for Sergeant PME After SSgt Selection (MARADMIN 222/26)

Per MARADMIN 222/26MARADMIN 222/26 paragraph 1.b (14 May 2026), the completion window for Sergeant PME required for promotion to Staff Sergeant DECREASES from 365 days to 270 days after the release of the promotion board results.

Why the Change

Per MARADMIN 222/26 paragraph 2.b, the shortened window allows the service to plan next year's promotion allocations. Prior policy gave selectees 365 days to complete Sergeants School or the Sergeants School Seminar after selection. The new 270-day window tightens the planning cycle.

What Selectees Must Complete

Per MARADMIN 222/26 paragraph 1.b, Marines selected via Sequenced PME for SSgt must complete BOTH a qualifying resident AND non-resident course per the updated EPME requirements (December 2024 message referenced in MARADMIN 222/26 as reference c).

• Qualifying resident course (Sergeants School or Sergeants School Seminar).
• Qualifying non-resident course (EPME 5000 Sergeants School Distance Education Program).

Revocation for Failure to Complete

Per MARADMIN 222/26 paragraph 3.b, upon release of the FY26 Staff Sergeant Promotion Selection Board, those selected via Sequenced PME to Staff Sergeant have 270 days to complete Sergeant PME or the selection will be REVOKED.

Effective Date

Per MARADMIN 222/26 paragraph 3.b, the 270-day rule takes effect upon release of the FY26 Staff Sergeant Promotion Selection Board results.

Application

Per MARADMIN 222/26 paragraph 4.b, the 270-day window applies only to the Active Component and Active Reserve. The change does not apply to SMCR.

What This Replaces

The 270-day window replaces the 365-day window described in prior board MARADMINs.

PME Revocation Timelines (Examples from MMPB-11)

Per MMPB-11 and the relevant MARADMINs.

• FY 23 active-duty selected SSgts not fully PME complete or with an SDA waiver by 1 October 2024 will have their selection revoked and will incur a failure of selection.
• FY24 active-duty selected GySgts not fully PME complete or with an SDA waiver by 1 April 2025 will have their selection revoked and will incur a failure of selection.
• FY 24 active-duty selected SSgts not fully PME complete or with an SDA waiver by 1 July 2025 will have their selection revoked and will incur a failure of selection.

What Failure of PME Completion Means

Selection is REVOKED. The Marine incurs a failure of selection. The Marine is treated as if not selected.

Why You Should NOT Rely on Sequenced PME for FY26

Per MARADMIN 630/24MARADMIN 630/24, Marines should NOT rely on sequenced PME being authorized for FY26 PSBs.

Marines Who Only Complete MarineNet EPME

Marines who only complete MarineNet EPME requirements are LESS COMPETITIVE than Marines who complete all required PME and risk being ineligible for selection.

What Constitutes "PME Incomplete" for the Board

Per MARADMIN 630/24MARADMIN 630/24, Marines not completed with PME by 2359 EST one day prior to the board convening are considered PME incomplete.

Board's Treatment of PME Incomplete

The board may consider the Marine for selection (per MCO P1400.32DMCO P1400.32D, incomplete cases are still considered if sufficient information for valid recommendation exists). However, lack of PME may significantly impact competitiveness or render the Marine ineligible.

Officer PME

Officer PME requirements are governed separately and include resident PME at various career levels.

Career Level

Intermediate Level

• Air Command and Staff College.
• Army Command and General Staff College.
• College of Naval Command and Staff.
• Marine Corps Command and Staff College.

Top Level

• National Defense University.
• CMC Fellowships.

Common PME Scenarios

Scenario 1. SNCO Eligible for SSgt Board

Marine is eligible for SSgt selection board.

• Required. Sergeant Course (resident or seminar) AND MarineNet EPME for SSgt.
• Action. Complete the required PME well before the board.
• Result. PME complete. Eligible for selection.

Scenario 2. SNCO on Drill Instructor Duty (8152)

Marine on Drill Instructor duty (MOS 8152). Eligible for SSgt board.

• SDA Waiver. Yes for resident school and Seminar Program.
• Required. MarineNet EPME for SSgt only.
• Action. Complete MarineNet EPME.
• Result. PME complete with SDA waiver. Eligible for selection.

Scenario 3. Marine Selected for SSgt But PME Incomplete

Marine selected for SSgt but has not completed required PME.

• Sequenced PME may apply (if authorized for that FY).
• Deadline applies. Must complete by the specified date or face revocation.
• Action. Complete PME by the deadline.
• Result. If complete by deadline, promotion proceeds. If not, selection revoked and failure of selection incurred.

Scenario 4. Active-Duty Recruiter Cpl Promoted to Sgt

Active-duty Cpl on Recruiting Duty.

• Required. Cpls Course (Command Sponsored).
• Path. MARADMIN 103/25MARADMIN 103/25 non-competitive recruiter promotion.
• Result. Promoted to Sgt with Cpls Course complete.

Scenario 5. Marine Approved for LATMOVE to Career Prior Service Recruiter (8422)

Marine approved for LATMOVE to MOS 8422.

• SDA Waiver. NO (per MARADMIN 630/24MARADMIN 630/24).
• Required. Complete the resident school or Seminar Program for the grade.
• Action. Plan PME completion accordingly.

Common Mistakes Marines Make

Mistake 1. Relying on Sequenced PME

Marines should plan to complete PME BEFORE the board, not assume sequenced PME will be authorized.

Mistake 2. Completing Only MarineNet EPME When Resident School Is Required

Per MARADMIN 630/24MARADMIN 630/24, Marines who only complete MarineNet EPME are less competitive than Marines who complete all required PME.

Mistake 3. Assuming the SDA Waiver Applies to All MOSs

The SDA waiver applies only to specific MOSs (0911, 0913, 8152, 8156, 8154, 8411, 8421). Marines in other MOSs must complete the resident school or Seminar Program.

Mistake 4. Forgetting MarineNet EPME When Using SDA Waiver

The SDA waiver covers resident school and Seminar Program. The MarineNet EPME Course is STILL required.

Mistake 5. Missing the PME Completion Deadline After Selection

If selected and given a sequenced PME deadline, missing it results in revocation and failure of selection. Per MARADMIN 222/26MARADMIN 222/26 paragraph 1.b, Sergeants selected via Sequenced PME for SSgt have 270 days (NOT 365 days) after the release of board results to complete both a qualifying resident and non-resident Sergeant course. Effective FY26 SSgt board release. Active Component and Active Reserve only.

Mistake 6. Not Verifying PME Flag in MCTFS

Junior enlisted Marines should verify the PME flag is "Y" in MCTFS. If "N" with PME complete, coordinate with the unit S-1 to update.
