Simultaneous Membership Program (SMP)

Per MCRAMM Chapter 2 Section 3.4, the Simultaneous Membership Program (SMP) allows enlisted Reserve members to participate in college ROTC programs while continuing SMCR drilling.

Who SMP Serves

• Enlisted SMCR Marines pursuing officer commission
• College students with prior or concurrent enlisted Reserve service
• Marines balancing drilling and college ROTC

SMP Program Structure

• Member maintains SMCR drilling status
• Member participates in college NROTC unit
• Different drilling schedule might apply
• Pay structure includes both drill pay and ROTC pay

Performance Steps for I&I Admin

When SMP member is in unit.

Step 1 - Verify SMP Status

Verify member's enrollment in SMP.

• College NROTC enrollment confirmed
• HQMC SMP designation in MCTFS
• Continued enlisted SMCR status

Step 2 - Coordinate Drilling Schedule

SMP members might drill on adjusted schedule.

• Might not drill all standard weekends
• Coordinated with NROTC training schedule
• Specific accommodation per MCRAMM

Step 3 - Process Pay Coordination

SMP members might have specific pay structure.

• Drill pay for SMCR participation
• ROTC subsistence allowance
• Coordinate per program requirements

Step 4 - Coordinate Eventual Commission

When member completes ROTC and graduates.

• Commission as Marine officer
• Transition from enlisted to officer status
• New officer assignment

Platoon Leaders Class (PLC)

Per MCRAMM Chapter 2 Section 3.5, Platoon Leaders Class (PLC) is a college program leading to Marine officer commission. Different from NROTC in structure.

Who PLC Serves

• College students seeking Marine officer commission
• Members not enrolled in NROTC
• Members typically not yet enlisted Marines

PLC Program Structure

PLC consists of summer training periods at OCS.

• Junior year summer: 6-week PLC junior course
• Senior year summer: 6-week PLC senior course (or equivalent)
• College graduation: Commission as Marine officer

PLC members are not enlisted during college. They are college students with future commission obligation.

Performance Steps for PLC Receipt

When PLC graduate arrives at I&I.

Step 1 - Coordinate Initial Receipt

Treat as new officer commissioning per ROCP procedures.

• Receive officer's records
• Establish OQR
• Verify all training documentation

Step 2 - Welcome and Integration

• Brief on unit operations
• Connect with senior officers
• Establish drill schedule

Step 3 - Process Officer Status

• Active duty status during initial schools
• Reserve drilling after initial training completion
• Pay system setup

SMP and PLC Comparison

These programs both commission Reserve officers but differ.

Both programs produce Marine Reserve officers ready for SMCR unit assignment.

NROTC vs SMP vs PLC

A Marine officer commissioning candidate has multiple paths.

NROTC (Non-SMP)
