Purpose
I&I admin staff process IDT pay for reservists drilling with the unit. Reservists earn pay and retirement points for inactive duty periods, with different period types governing pay rates and point credits. This work happens after every drill weekend and continues throughout the month for funeral honors and special training.
Types of IDT Periods
Per MCO 1001R.1MCO 1001R.1 (MCRAMM), the Ready Reserve performs five categories of IDT.

Two unpaid period types also exist for retirement points only.
- Associate Duty: Training with another unit when home unit drill is unavailable. No pay. Retirement points only.
- Appropriate Duty: Approved alternative training. No pay. Retirement points only.
Conditions and Standard
Per T&R event 0111-PERA-2017, you perform this work with a requirement, access to web-based and database systems, and source documents on hand. The standard is to verify inactive duty periods process properly through Drill Manager IAW MCO 1001R.1MCO 1001R.1.
Performance Steps
Step 1 - Muster Members
- Pull the muster roster for the drill period from Drill Manager.
- Mark attendance for each scheduled period (typically four periods over a drill weekend).
- Document absences with reason codes (excused, unexcused, sick, etc.).
- Capture late arrivals and early departures with timestamps.
- Officer of the day or unit leader signs the muster.
Step 2 - Process IDT in Drill Manager
- Open Drill Manager and select the drill period.
- Enter pay codes for each period type performed (Regular Drill, ATP, RMP, AFTP, FHD).
- Apply the correct pay multiplier for each period (one period equals four hours minimum).
- Submit the drill batch for unit diary processing.
- Verify the Electronic Diary Feedback Report (EDFR) returns clean.
Step 3 - Verify Pay and Entitlements
- Pull MCTFS pay history for each member after the next pay run.
- Match expected drill pay to actual posted amount using DoD pay tables.
- Confirm BAH and BAS entitlements were not erroneously triggered (IDT pay does not draw BAH or BAS).
- Identify and correct discrepancies via UD/MIPS supplemental transactions.
- Coordinate with the member if their LES does not match expectations.
Step 4 - Process Associate or Appropriate Duty Orders
- For members who performed associate or appropriate duty, generate orders in MROWS (Marine Reserve Orders Writing System).
- Document the duty type, location, dates, and authorizing approval.
- Route orders for command signature.
- Submit completed orders for retirement point credit only (no pay).
- File copies in the member's record.

Common Errors
I&I audits surface these errors most often on IDT pay processing.
- Wrong pay code applied. Regular Drill code used when ATP or RMP was authorized. Fix by submitting a UD/MIPS correction with the correct pay code.
- BAH erroneously paid. Reservists drawing IDT pay should not draw BAH unless on extended active duty orders. Fix by stopping BAH retroactively.
- Funeral Honors Duty not processed. FHD performed but not entered in Drill Manager. Fix by submitting FHD pay code with the funeral date.
- Missing muster signature. Drill batch submitted without unit leader muster signature. Fix by re-muster and re-submit.
- Associate duty submitted as paid drill. Member performed associate duty but admin processed it as Regular Drill. Fix by reversing the pay transaction and submitting points-only credit.
Drill Manager and MROWS Quick Reference

- Drill Manager: Pay processing for IDT periods. Generates unit diary transactions. Connects to MCTFS for pay posting.
- MROWS: Reserve orders writing. Generates orders for AT, ADOS, ADT, associate duty, and appropriate duty. Routes through command for approval.

Reservists own these inputs to your processing.
- Confirm attendance at muster (member signs in).
- Submit leave or absence requests in advance for missed drills.
- Submit pay discrepancies via the I&I admin chain within 30 days of the LES.
- Update DEERS and address changes via MOL (no I&I action required).
Related Roles
This event reads differently depending on your role.
- Marines (reservists) muster at drill, verify attendance, and review their LES after each pay run. They report discrepancies to the I&I.
- Leaders (active and reserve NCOs at the unit) supervise muster, sign the attendance roster, and counsel Marines on missed drills.
