Ready Reserve - SMCR, AR, and IRR

What the Ready Reserve Is

Per MCRAMM Chapter 1, the Ready Reserve consists of military members organized in units or as individuals who are subject to recall to active duty under 10 USC 1230110 USC 12301, 12302, and 12304. This is the primary mobilization pool of the USMCR.

The Ready Reserve subdivides into three categories. Each has different participation requirements, pay treatment, and admin processing.

Selected Marine Corps Reserve (SMCR)

SMCR Marines are the drilling combat power of the USMCR.

Composition

• Marines assigned to designated SMCR units (battalions, squadrons, companies)
• Individual Mobilization Augmentees (IMAs) assigned to active duty commands
• Active Guard and Reserve (AGR) Marines (some categorizations)

Participation Requirements

Per MCRAMM Chapter 4, SMCR Marines must.

• Attend regularly scheduled IDT (typically 48 periods per fiscal year, 4 periods per drill weekend over 12 weekends)
• Complete Annual Training (AT) of 12 to 14 days
• Maintain MOS qualification
• Maintain physical fitness standards
• Complete unit training requirements

Failure to meet these triggers Unsatisfactory Participation processing.

Admin Processing for SMCR

I&I admin handles SMCR processing daily.

• IDT pay via Drill Manager
• AT orders via MROWS
• Unit diary entries through reserve UD/MIPS
• Promotion warrants per quarterly reserve cycle
• Awards per Reserve awards policy
• Medical and dental status per MCO 1001R.1LMCO 1001R.1L Chapter 6

Active Reserve (AR)

AR Marines are reservists on full-time active duty supporting the Reserve component.

Composition

• Full-time active duty Marines in reserve billets
• Recruiters in Reserve recruiting
• I&I staff supporting drilling units
• Instructors at Marine Corps schools teaching reserve-component subjects
• HQMC RA staff

Participation and Pay

AR Marines process like active duty for pay and entitlements. They are not drilling. They serve full time.

• Active duty BAH and BAS rates
• Full active duty pay
• TRICARE Prime
• All standard active duty allowances
• 30 days annual leave per fiscal year

Admin Processing for AR

AR admin processes through the supporting IPAC, not I&I. The I&I shop supports drilling SMCR Marines and routes AR-related actions to the appropriate IPAC.

Individual Ready Reserve (IRR)

IRR Marines have remaining military service obligation but do not currently drill.

Composition

• Marines who completed active duty and rolled to IRR for the remainder of their MSO
• Marines transferred from SMCR for various reasons (relocation, civilian job demands, performance)
• Marines completing remaining obligation after voluntary release from active drilling

Participation Requirements

Limited per MCRAMM Chapter 4. IRR Marines must.

• Maintain current address with HQMC (Marine Corps Reserve Support Command)
• Respond to muster correspondence
• Maintain DEERS and SGLI elections
• Submit annual readiness data
• Remain available for involuntary recall if necessary

Admin Processing for IRR

I&I admin rarely processes IRR actions directly. Most IRR support routes through Marine Corps Reserve Support Command (MCRSC). When an IRR Marine walks into the I&I shop.

1. Verify their component status in MCTFS.
2. If action is an IRR-specific request, direct them to MCRSC at https://www.marforres.marines.mil.
3. If action involves activation orders, process through MROWS.
4. If member wants to return to drilling SMCR, route through unit join procedures.

Pay Group by Component

Each Ready Reserve category maps to specific pay groups in MCTFS.

Mobilization Authorities

The Ready Reserve mobilizes under different statutes depending on the situation.

• 10 USC 1230110 USC 12301(a): Full mobilization (declaration of war or national emergency)
• 10 USC 1230210 USC 12302: Partial mobilization (up to 1 million reservists for up to 24 months)
• 10 USC 1230410 USC 12304: Presidential Reserve Call-Up (up to 200,000 for up to 365 days)
• 10 USC 1230110 USC 12301(d): Voluntary active duty for specific missions

I&I admin tracks individual readiness data feeding into these authorities.
