Standby Reserve and Retired Reserve

Standby Reserve

Per MCRAMM Chapter 1 Section 1.4, the Standby Reserve consists of Marines who have completed their initial military service obligation but have specific reasons preventing them from active drilling.

Categories of Standby

Per MCRAMM Chapter 9, two subdivisions exist.

• Active Status List (ASL): Marines temporarily unable to participate due to civilian employment, family hardship, or other approved circumstances. Eligible for return to Ready Reserve.
• Inactive Status List (ISL): Marines who must be screened before return to Ready Reserve. Includes Marines designated key civilian employees and members in extended hardship status.

Eligibility for Standby

A Marine moves to Standby Reserve when one of these applies.

• Designated as a key civilian employee in a critical industry
• Suffering temporary hardship preventing drill
• Has completed total obligated service period
• Has specific medical limitations preventing active drill but not warranting separation

Participation Requirements

Per MCRAMM Chapter 4, Standby Reserve members must.

• Maintain current address with HQMC
• Respond to muster correspondence
• Maintain DEERS and SGLI
• Submit periodic readiness updates
• Remain available for involuntary recall in time of war or national emergency

No drill pay. Limited retirement point credit (membership points only).

Mobilization Authority

Standby Reserve members mobilize only under full mobilization authority per 10 USC 1230110 USC 12301(a). They are not subject to partial mobilization or Presidential Reserve Call-Up.

Admin Processing for Standby

I&I admin rarely processes Standby Reserve actions directly. Most route through Marine Corps Reserve Support Command (MCRSC). When a Standby member contacts the I&I shop.

1. Verify their Standby category (ASL or ISL) in MCTFS.
2. Direct routine inquiries to MCRSC.
3. For return-to-drill requests, screen for ASL eligibility and route to MCRSC for SMCR placement.
4. For administrative changes (address, dependents), member updates via MOL or contacts MCRSC.

Retired Reserve

Per MCRAMM Chapter 1 Section 1.5, the Retired Reserve consists of Marines who have retired from the Reserve but remain subject to recall under specific conditions.

Eligibility for Retired Reserve

A Marine moves to Retired Reserve upon meeting one of these.

• Completed 20 qualifying years of service for non-regular retirement
• Completed mandatory removal date for officers
• Reached age 60 (Reserve retirement pay begins at age 60 absent qualifying active duty service)
• Voluntarily retired with required years of service

Two Status Categories

• Reserve Retired Awaiting Pay: Member completed 20 qualifying years but has not reached age 60. Does not draw retirement pay until age 60 (reduced based on qualifying active duty per MCRAMM Chapter 4).
• Reserve Retired Receiving Pay: Member is age 60 or older (or earlier per 10 USC 1273110 USC 12731 reductions) and is drawing retirement pay.

Recall Authority

Retired Reserve members remain subject to involuntary recall to active duty under 10 USC 68810 USC 688 in time of war or national emergency. They are the deepest pool of mobilization manpower.

Participation Requirements

Minimal. Retired Reserve members must.

• Maintain current address with HQMC
• Update beneficiary designations
• Maintain DEERS for spouse and dependents (medical and ID card eligibility)
• Notify HQMC of significant life events affecting recall capability

Admin Processing for Retired Reserve

I&I admin generally does not process Retired Reserve actions. Routing depends on the request.

Common I&I Decision Points

When a non-drilling Marine contacts the I&I.

1. Pull MCTFS to verify component. Do not guess. Pull the record.
2. Identify the action requested. Update, recall, return to drill, retirement question, etc.
3. Route to the correct organization. I&I supports SMCR. Other components route elsewhere.
4. Document the contact. Even if you does not process the action, record the request and the routing decision.

• HQMC RA (Reserve Affairs): Policy guidance and Retired Reserve recall actions
• DFAS: Retired pay processing

Related Roles

These components affect rare but important interactions.

• Marines in these statuses have minimal day-to-day admin interaction with I&I.
• Leaders at SMCR units rarely interface with these components except for returning members.
• Commanders at I&I command might receive recall orders for these components during mobilization.
