Standby Reserve Categories (ASL and ISL)

Standby Reserve Within USMCR

Per MCRAMM Chapter 9 and 10 USC 1014610 USC 10146, Standby Reserve consists of Marines who have completed obligated service and have specific reasons preventing active drilling. Two lists organize Standby members.

Active Status List (ASL)

Per MCRAMM Chapter 9.

ASL Eligibility

Members on ASL meet these.

• Completed initial obligated service
• Have specific reason temporarily preventing drilling
• Eligible to return to Ready Reserve when condition resolves
• Meet basic readiness standards

Common ASL Reasons

• Civilian employment temporarily preventing drill
• Family hardship temporarily preventing drill
• Specific personal circumstances
• Other approved temporary reasons

ASL Privileges

• Maintain reserve component status
• Subject to mobilization (limited authorities)
• Eligible for return to Ready Reserve
• Limited specific benefits

ASL Participation

• No drilling required
• No drill pay
• Limited membership points
• Annual readiness updates

Inactive Status List (ISL)

Per MCRAMM Chapter 9.

ISL Eligibility

Members on ISL meet these.

• Members designated key civilian employees
• Members in extended hardship
• Members with specific medical conditions not warranting separation
• Specific other long-term situations

Common ISL Reasons

• Key civilian employee designation (industries critical to national defense)
• Extended hardship preventing drill
• Long-term medical conditions
• Specific other approved reasons

ISL Privileges

• Maintain reserve component status
• Subject to mobilization (limited authorities)
• Specific return to Ready Reserve requires screening
• Limited specific benefits

ISL Participation

• No drilling required
• No drill pay
• Limited membership points
• Annual readiness updates

This makes Standby a deeper, more limited mobilization pool than IRR or SELRES (Selected Reserve, which covers SMCR units, IMAs, and Active Reserve Marines).

Performance Steps for I&I Admin

I&I admin rarely directly handles Standby Reserve. MCRSC primarily handles.

When Standby Member Contacts I&I

For specific situations.

• Verify member's component status
• Identify need
• Route to MCRSC for most actions

When Standby Member Returns to Ready Reserve

For local member.

• Coordinate with MCRSC
• Specific return procedures per ASL or ISL
• Local SMCR unit coordination if returning to drilling

When Mobilization Affects Standby Members

During full mobilization.

• Coordinate with HQMC and MCRSC
• Specific mobilization procedures
• Local support for affected members

Standby Member Career Options

Standby members have specific options.

Continue in Standby

• Maintain participation requirements
• Periodic readiness updates
• Subject to specific recall authorities

Return to Ready Reserve

• ASL: Eligible after condition resolves
• ISL: Requires screening

Separation from Reserve
