Pay Debts and Waivers (Checkages)
When a Marine is overpaid, MCTFS creates a pay debt requiring repayment. Members may apply for waiver or remission of debt under specific circumstances. Proper processing protects the member's pay and the government's interest.

What Pay Debts Are
When a Marine is overpaid by MCTFS, the system creates a pay debt requiring repayment. Per DOD FMR Volume 16DOD FMR Volume 16 Chapter 2, the government must collect overpayments to maintain pay system integrity.
Pay debts (sometimes called "checkages" by Marines) range from small administrative errors to large overpayments from mobilization issues. PAC handles repayment processing.
Common Sources of Pay Debt
Pay debts arise from several sources.
Allowance Errors
- BAH paid at wrong rate or category for extended period
- BAS paid when member on meal card
- Special pay paid past qualifying period
- Special pay paid for non-qualifying member
Personnel Action Delays
- Promotion processed but pay not adjusted retroactively
- Dependent status change processed late
- Transfer processed late
- Pay continued past separation
Bonus and Incentive Errors
- Reenlistment bonus paid then member doesn't fulfill obligation
- Recruiter bonus paid before completion
- Other incentive pay where conditions not met
System Errors
- Pay system processing error
- UD/MIPS transaction processing failure
- DFAS payment processing error
Member-Caused Issues
- Member fails to report dependent change
- Member fails to return from leave timely
- Member fails to notify of pay-affecting changes
Debt Calculation
Per DOD FMR.
Identifying the Overpayment
- Identify the period of overpayment
- Calculate the difference between actual pay and correct pay
- Sum the difference across all overpayment periods
Total Debt Amount
- Sum of all overpayment periods
- May include interest in some cases per DOD FMR
- Excludes future taxes that would have been adjusted
Repayment Processing
Per DOD FMR Volume 5DOD FMR Volume 5 and DOD FMR Volume 16DOD FMR Volume 16 Chapter 4.
Repayment Limits
- Repayment cannot exceed 15% of monthly pay (typical limit)
- Larger debts paid over longer period
- Specific limits per current DOD FMR
Repayment Schedule
- Monthly recurring deduction from pay
- Continues until debt repaid
- Member sees deduction on LES
Member Notification
Per DOD FMR, member must be notified of pay debt before deduction begins.
- Written notification of debt amount and reason
- Member's right to dispute
- Member's right to request waiver
- Repayment terms
Performance Steps for Pay Debt Processing
Step 1 - Identify the Debt
When overpayment is identified.
- Pull MCTFS pay history showing overpayment
- Identify the source
- Calculate total debt amount
- Determine period of overpayment
Step 2 - Notify Member
Provide written notification.
- Specific debt amount
- Reason for debt
- Period of overpayment
- Repayment terms (proposed schedule)
- Member's rights (dispute, waiver, remission)
Step 3 - Coordinate Repayment Schedule
With member input.
- Standard 15% per month or specific terms
- Member may request slower repayment with justification
- Specific provisions for hardship
Step 4 - Process via UD/MIPS
Apply pay debt and repayment via UD/MIPS.
- Specific transaction code
- Establish debt amount
- Establish monthly repayment amount
- Activate recurring deduction
Step 5 - Verify Processing
Confirm via EDFR.
- Pay debt established correctly
- Monthly deduction begins
- Member sees deduction on next LES
Step 6 - Track Until Repayment Complete
Monitor monthly.
- Verify deduction continues
- Adjust as member's situation changes
- Stop deduction when debt repaid
- Confirm completion
Waivers and Remissions
Per 10 USC 277410 USC 2774, members may apply for waiver of debt under specific circumstances.
When Waiver Applies
A waiver may apply when.
- Debt is not the member's fault (administrative error)
- Recovery would be against equity and good conscience
- Specific circumstances per DOD FMR
Application Process
Member submits waiver application.
- Written request with justification
- Documentation supporting waiver claim
- Routing through PAC to appropriate authority
- Decision on waiver
Remission
Remission is a different process for specific debt categories.
- Forgiveness of debt rather than waiver
- Specific circumstances per DOD FMR
- Different routing than waivers
Performance Steps for Waiver Processing
Step 1 - Receive Member Application
Member submits waiver request.
- Written application
- Justification documentation
- Supporting evidence
Step 2 - Verify Eligibility
Confirm waiver is appropriate.
- Debt circumstances
- Member's role in creating debt
- Equitable considerations
Step 3 - Forward for Decision
Route to waiver authority.
- Through PAC chain
- Appropriate authority varies by debt amount
- HQMC for larger debts
Step 4 - Apply Decision
Implement the decision.
- If waived: Stop debt collection, document waiver
- If denied: Continue normal repayment
- Notify member of decision
Pay Debt and Member Welfare
Pay debts can be hardship for members. PAC balances government interest with member welfare.
Hardship Considerations
Member may have legitimate hardship from debt.
- Family financial obligations
- Unexpected expenses
- Other significant circumstances
Adjusting Repayment Terms
Per DOD FMR, repayment terms can be adjusted.
- Lower monthly amount with justification
- Extended repayment period
- Specific hardship provisions
Common Pay Debt Errors
These hit during PAC processing.
- Member not notified before deduction. Procedural failure. Process notification before deduction begins.
- Repayment exceeds 15%. Exceeds DOD FMR standard limit. Adjust to acceptable level.
- Calculation incorrect. Total debt amount wrong. Recalculate with member.
- Waiver opportunity not communicated. Member should know about waiver right. Brief during notification.
- Debt continues after repayment complete. System fails to stop deduction. Manual intervention required.
Audit Implications
Pay debt processing is audit-relevant.
- Debts not recovered create government loss
- Excessive deductions create member hardship and possible findings
- Waivers without proper documentation create findings
- Failure to notify creates procedural findings
PAC accuracy on pay debt supports both government interest and member welfare.
Documentation Required
For pay debt actions, PAC needs.
- Pay history showing overpayment
- Calculation worksheets
- Member notification document
- Repayment schedule
- Member acknowledgment
- For waivers: Application and decision documentation
Quality Control
Before processing pay debt.
- Verify debt amount accurate
- Verify repayment schedule reasonable
- Verify member notification provided
- Verify member's right to dispute or waive communicated
Coordination Touchpoints
Pay debt processing touches.
- Member: For notification and coordination
- Member's chain of command: For complex hardship cases
- DFAS: For specific pay processing
- HQMC: For policy and waiver decisions
- MCAAT: For policy interpretation if disputes arise
Member Rights on Pay Debt
Per DOD FMR and Privacy Act.
- Right to know debt amount and reason
- Right to dispute the debt
- Right to apply for waiver
- Right to reasonable repayment terms
- Right to access pay records
PAC respects these rights throughout debt processing.
Pay Debt vs Garnishment
These are different.
- Pay debt: Internal DOD recovery for overpayment
- Garnishment: External court order requiring DOD to deduct
- Different processing, different limits
- Garnishments process via DFAS
This page focuses on pay debts.
