The Official Military Personnel File (OMPF) is the permanent record of a Marine's military service. PAC processes additions, deletions, and corrections per MCO 1070.1 and MCO P1070.12. The OMPF drives promotion eligibility, retirement processing, and post-service VA benefits.

What the OMPF Is
Per MCO 1070.1MCO 1070.1, the Official Military Personnel File (OMPF) is the permanent, lifetime record of a Marine's military service. It contains documents covering enlistment, training, performance, awards, discipline, separation, and other records of permanent value.
The OMPF travels with the Marine throughout their career and beyond. It is the source document for.

A complete and accurate OMPF protects the Marine's career and benefits. An incomplete OMPF causes problems that compound over time.
Who Owns OMPF Processing
Per MCO 5000.14DMCO 5000.14D and MCO P1070.12MCO P1070.12.
- Individual Marines: Responsible for verifying their own OMPF is accurate
- S-1 staff: Processes routine document submissions to PAC
- PAC: Processes documents into the OMPF system
- HQMC Manpower & Reserve Affairs: Maintains the central OMPF system
- National Personnel Records Center (NPRC): Holds OMPFs of separated Marines
What Belongs in the OMPF
Per MCO 1070.1MCO 1070.1 and MCO P1070.12MCO P1070.12, the OMPF contains documents in five major categories.
Performance Documents
- Fitness Reports (officer and SNCO)
- Proficiency and Conduct (Pro/Con) marks (junior enlisted)
- Page 11 (Administrative Remarks) entries
- Letters of Appreciation, Commendation, and Caution
Award Documents
- Personal awards (Navy Commendation Medal, Bronze Star, etc.)
- Unit award participation records
- Foreign decorations
- Service medals
Training and Education
- School certificates from formal Marine Corps schools
- Civilian education credentials
- MOS school graduation records
- Special qualification certificates (jump, dive, demolition)
Discipline
- Non-Judicial Punishment (NJP) records (UPB)
- Court-martial findings
- Administrative separation records (if separated)
- Letters of Reprimand
Administrative
- Enlistment contracts (DD Form 4DD Form 4)
- Reenlistment contracts
- Promotion warrants
- Naval messages affecting personnel actions
- Career service date documents
What Does NOT Go in the OMPF
Equally important. These documents do not belong.
- Routine personnel actions captured in MCTFS (those live in unit diary, not OMPF)
- Working papers and drafts
- Personal correspondence not affecting service
- Unsigned documents
- Photocopies when originals or certified copies required
- Member-generated documents without command endorsement
Submitting wrong documents creates clutter. PAC rejects improper submissions.

Performance Steps for OMPF Processing
Step 1 - Receive Document
PAC receives documents from S-1, member, or other PAC sections.
- Log document with date and source
- Verify completeness (all signatures, dates, attachments)
- Check for OMPF inclusion criteria
Step 2 - Verify OMPF Inclusion Criteria
Per MARADMIN 015/20MARADMIN 015/20, documents must meet specific criteria.
- Permanent value to Marine's service record
- Properly executed (signatures, dates, witnesses)
- Original or certified copy
- Properly identified with member SSN and name
Reject documents that do not meet criteria.
Step 3 - Process Upload Through O-RMA
Per MARADMIN 412/23MARADMIN 412/23, the OMPF Records Management Application (O-RMA) became the OMPF system of record on 5 September 2023, replacing ODI-RMS. IPAC and reporting-unit users submit updated material through O-RMA, and MMRP reviews and approves all documents per the IRAM.

- Upload through O-RMA with correct member identification
- Apply indexing tags (member SSN, document type, date)
- Submit for MMRP review and OMPF inclusion
Step 4 - Verify Indexing
After upload.
- Confirm document appears in member's OMPF view
- Verify indexing tags applied correctly
- Test document retrieval
- Document any indexing issues
Step 5 - Confirm Member Access
Ensure member can access via MOL.
- Member should see new OMPF entry within 5 business days
- Coordinate any access issues
- Provide member with document copy
OMPF Access Authority
Per MCO 1070.1MCO 1070.1, access to the OMPF is restricted.

Unauthorized access is a punishable violation per MCO 1070.1MCO 1070.1 and the Privacy Act.
Common OMPF Errors
These hit during PAC processing.
- Document submitted without proper signature. Member or command signature missing. Reject and request corrected version.
- Document submitted as photocopy when original required. Marriage certificates, divorce decrees, and similar require originals. Request certified copy.
- Wrong indexing tag applied. Document uploaded with wrong document type code. Fix by re-indexing or re-uploading.
- Member SSN incorrect on document. SSN typo causes document to not associate with member. Critical to verify SSN before upload.
- Document not appearing in OMPF after upload. O-RMA submission failed or sits in MMRP review. Verify submission status and re-process if needed.
Quality Control
Before submitting any document to OMPF.
- Verify member SSN matches the record
- Verify all signatures present and dated
- Verify document type clearly identified
- Verify metadata complete for indexing
- Test that document retrieves from member's OMPF view
