Hardship Duty Pay (HDP)

What HDP Is

Per 37 USC 30537 USC 305 and DOD FMR Volume 7ADOD FMR Volume 7A Chapter 17, Hardship Duty Pay (HDP) compensates members assigned to specific hardship situations not adequately covered by other allowances. The pay recognizes specific arduous conditions that warrant additional compensation.

HDP is one of three subcategories that may apply.

Three HDP Subcategories

HDP-Location (HDP-L)

Pay for assignment to designated hardship duty locations.

• Specific overseas locations designated by DOD
• Locations with substandard living conditions
• Limited civilian infrastructure
• Geographic isolation
• Specific monthly rate per designated location

Common HDP-L locations include some overseas postings and remote sites.

HDP-Mission (HDP-M)

Pay for assignment to designated hardship missions.

• Specific operational missions designated by Service Secretary
• Particularly arduous mission requirements
• Above and beyond normal duty
• Specific monthly rate during the mission

Examples have included specific counter-narcotics operations, counter-insurgency missions, and specific deployments not covered by other pays.

HDP-Tempo (HDP-T)

Pay for high operational tempo.

• Members serving with units at significantly high operational tempo
• Specific qualifying conditions for tempo designation
• Specific monthly rate
• Less common than HDP-L and HDP-M

Eligibility for HDP-Location

A Marine receives HDP-L when meeting these.

• Active duty status
• Assigned to designated hardship duty location
• Stationed at the location for at least 30 days
• Continued assignment maintains eligibility

When assignment ends, HDP-L stops.

Eligibility for HDP-Mission

A Marine receives HDP-M when meeting these.

• Active duty status
• Assigned to designated mission
• Performing the qualifying mission duties
• Mission duration minimum threshold met

HDP-M is mission-specific and time-limited.

Eligibility for HDP-Tempo

A Marine receives HDP-T when meeting these.

• Active duty status
• Assigned to unit designated for HDP-T
• Specific tempo conditions met
• Continued assignment maintains eligibility

HDP-T is unit-based.

Performance Steps for HDP Processing

Step 1 - Identify HDP Category

Determine which HDP subcategory applies.

• HDP-L: Location-based, designated location
• HDP-M: Mission-based, designated mission
• HDP-T: Tempo-based, designated unit and tempo

Step 2 - Verify Designation

For each category, verify the specific designation.

• HDP-L: Member assigned to listed location
• HDP-M: Mission orders match designated mission
• HDP-T: Unit on current HDP-T designation list

Step 3 - Determine Rate

Apply current DOD FMR rate.

• HDP-L: Rate varies by tier
• HDP-M: Specific rate for that mission
• HDP-T: Specific tempo rate

Step 4 - Process UD/MIPS Transaction

Apply HDP via UD/MIPS.

• Specific transaction code per category
• Effective date of qualifying duty start
• Monthly recurring pay activated

Step 5 - Verify EDFR

Confirm processing within 5 business days.

• HDP posts at correct rate
• Member sees HDP on next LES

Step 6 - Track Assignment End

For each HDP recipient.

• Note assignment duration or mission timeline
• Track approaching end date
• Process HDP stop at end of qualifying duty

When HDP Stops

HDP stops when.

• Member transfers from designated location (HDP-L)
• Mission ends (HDP-M)
• Unit loses HDP-T designation
• Member separates or retires

The end of qualifying duty is precise. HDP must stop on the actual transfer or end date.

Multiple HDP Categories

A member may qualify for multiple HDP categories simultaneously.

• HDP-L plus HDP-M during mission at hardship location
• Specific stacking rules per DOD FMR
• Combined pay limited per DOD FMR provisions

Common HDP Errors

These hit during PAC processing.

1. Member transferred but HDP-L continues. Stop HDP-L retroactive to transfer date. Member overpaid.
2. Wrong tier applied for HDP-L. Verify current location designation and tier per DOD FMR. Correct as needed.
3. HDP-M not started at mission start. Member on designated mission but pay not started. Process retroactive start.
4. Mission ended but HDP-M continues. Mission designation expired but pay continues. Stop HDP-M.
5. HDP applied to undesignated location. Member at location not on designated list. Verify and correct.
