Role and responsibility
The commander signs every UTM role and evaluator designation. The S-1 officer drafts the designation letters. The S-1 chief tracks training completion against designation requirements per NAVMC 3500.37D and maintains the UTM roster in MCTIMS. The unit training manager coordinates with TRNGCMD and MAGTF-TC for required UTM training.

Processing workflow

- Identify evaluators required. For each scheduled assessed T-R event, identify the evaluator by name per MCO 3500.11GMCO 3500.11G and MCO 3501.1EMCO 3501.1E for MCCRE.
- Confirm prerequisite UTM training. Verify each candidate completed the required UTM training per NAVMC 3500.37DNAVMC 3500.37D before designation per MCO 1553.3CMCO 1553.3C paragraph 4.b.(6)(d).
- Validate evaluator qualifications. Per MCO P3500.72AMCO P3500.72A paragraph 7001.3, evaluators must have accomplished at least the level of the events being evaluated.
- Draft the designation letter. Per role and per evaluator, draft the designation letter naming the Marine, the role or event, the effective date, and the prerequisite training completed.
- Route for commander signature. The commander signs every designation per MCO 1553.3CMCO 1553.3C paragraphs 4.b.(6)(b) and (c).
- Publish the designation letters. Distribute to the named Marine, the chain, the unit training manager, and route a copy to the OMPF Field Folder.
- Update the UTM roster in MCTIMS. Record the designated role, the Marine, the effective date, and the designation letter reference per MCO 1553.3CMCO 1553.3C paragraph 4.b.(6)(a).
- Document training completion. Cut a Page 11 entry recording UTM training and the designation per MCO P1070.12KMCO P1070.12K Chapter 6.
- Refresh annually. Schedule a tickler for annual review and refresh on any personnel change.
