Processing workflow
- Identify the role and grade requirement. Per MCO 4650.39AMCO 4650.39A Chapter 1 paragraphs 2-4, confirm the role need and the grade floor.
- Validate the candidate. The candidate holds grade, billet, and tour length sufficient for the appointment scope.
- Draft DD Form 577. Per Chapter 2 sections 2-3 and Chapter 11 paragraph 2.a, use the current DD Form 577 version. Pen changes are not authorized.
- Process by-name waiver letter. Per paragraph 4.c, the first O-6 or GS-15 in the supervisory chain signs a by-name standard naval correspondence waiver approval letter for an AO below SNCO or GS-7 grade, or for an LDTA or ODTA placed in a routing list. Per SECNAV M-5216.5 Chapter 2, the letter uses naval correspondence format.
- Sign digitally. The commander or designated representative digitally signs. The appointee digitally signs. Both signatures use a current valid CAC certificate.
- Submit AO DD Form 577 to DFAS. Per Chapter 1 paragraph 2.c and DoD FMR Vol 5 Chapter 5 paragraph 4.2.1.1, the LDTA emails the AO DD Form 577 to DFAS with the AO name. Retain the email evidence.
- Retain the appointment file. Per Chapter 2 and MCO 5210.11FMCO 5210.11F, retain DD Form 577 for 10 years. Retain Assumption of Command Letter and Delegation of Authority documents on file.
- Verify separation of duties. Per Chapter 1 and Chapter 2 paragraph 2, hold one role per individual where the routing list demands separation.
- Run monthly permission and access alignment. Per Chapter 2 paragraph 2 and Chapter 6 paragraph 1-2, the LDTA reconciles permissions and access against DD Form 577 appointments during the monthly Complete Traveler Information List review.
- Audit the appointment posture. Run the annual audit against the DD Form 577 file, the DFAS submission record, the waiver letter file, and the Complete Traveler Information List.

- AO DD Form 577 not submitted to DFAS. Per Chapter 1 paragraph 2.c, the LDTA emails the AO DD Form 577 to DFAS. Without the submission, the AO lacks DFAS recognition.
- Missing by-name waiver letter. Per paragraph 4.c, an AO below SNCO or GS-7 grade or a DTA in a routing list requires a signed waiver letter from the first O-6 or GS-15 in the supervisory chain.
- DD Form 577 not retained for 10 years. Per Chapter 2 and MCO 5210.11FMCO 5210.11F, the retention floor is 10 years.
- Group or organization access outside the designated organization without justification. Per Chapter 2 paragraph 2, justification accompanies the appointment.
- Separation of duties broken. Per Chapter 1 and Chapter 2 paragraph 2, the same individual does not hold conflicting roles in the routing list.

- AO grade. Per paragraph 4.c, AO grade SNCO or higher does not require a waiver. AO grade below SNCO or GS-7 requires the waiver letter.
- LDTA or ODTA in routing list. Per paragraph 4.c, placement in a routing list triggers a waiver letter for the LDTA or ODTA.
- DMO reviewer placement. Per Chapter 1 paragraph 2.j, the LDTA inserts Marine Corps DMO reviewers into the appropriate DMO authorizations routing list. The LDTA coordinates with DMO when the function runs externally.
