Role and responsibility
The LDTA runs the unit DTS training program per DoD DTS Regulations section 030407.A.5 and MCO 4650.39AMCO 4650.39A Chapter 2 paragraph 3. The LDTA ensures appointees complete required training within two weeks of appointment and removes permissions and accesses for non-compliant personnel. The AO and the LDTA complete the initial Certifying Officer Legislation (COL) training before appointment and the COL refresher annually per DoD DTS Regulations paragraph 030301.B and DoD FMR Vol 5 Chapter 5 paragraph 3.4.1.2. The ODTA receives and retains the appointees' required training certificates per Chapter 2 paragraph 3. The unit commander enforces the training cycle.
Source documents flow from the role identification, the DD Form 577 appointment, the DTS Regulations Table 2 required class list, the Training for Accountable Officials and Certifying Officers (TAOCO) curriculum, the Travel Card 101 curriculum, the Travel Explorer (TraX) training certificate, the annual refresher cycle, and the Privacy Act and records management brief. Training outputs include the training completion certificate file, the COL initial and refresher certificates, the traveler and NDEA three-year refresher certificates, the permission and access change request when training expires, and the audit trail at the monthly Complete Traveler Information List review.
Per MCO 4650.39AMCO 4650.39A Chapter 2 paragraph 3, training completion is mandatory before granting system permissions and accesses. Annual COL refresher closes by the end of the calendar year. Traveler and NDEA refresher runs every three years.
Trigger events
- New DD Form 577 appointment triggers initial training requirement.
- Annual COL refresher cycle opens at the start of the calendar year.
- Three-year traveler or NDEA refresher window opens.
- Training certificate expiration prompts re-training.
- Role change requires the new role's training set per DTS Regs Table 2.
- IGMC Defense Travel System FA inspection notice arrives.
Processing workflow
- Identify the role and the required class set. Per DoD DTS Regulations section 0304 and Table 2, map the role to the required classes. AO requires Classes 1, 2, 4, 5. LDTA and ODTA require Classes 6, 7, 9. FDTA requires Classes 6, 9, 10. BDTA requires Classes 9, 10. DMM requires Classes 1, 2, 11. NDEA requires Classes 1, 2, 4, 13. Traveler requires Classes 1, 2, 4. SAO and RO require Classes 1, 2, 4, 5.
- Verify Certifying Officer Legislation scope. Per DoD DTS Regulations paragraph 030301.B and DoD FMR Vol 5 Chapter 5 paragraph 3.4.1.2, the AO and the LDTA complete COL training before appointment. Per the MCO 4650.39AMCO 4650.39A Chapter 2 paragraph 3 note, LDTAs complete COL training because of the Approval Override authority. Contractor LDTAs do not complete COL training.
- Schedule initial training. Per Chapter 2 paragraph 3, appointees complete training within two weeks of appointment. Permissions and accesses do not flow until training closes.
- Schedule annual COL refresher. Per DoD DTS Regulations paragraph 030301.B and DoD FMR Vol 5 Chapter 5 paragraph 3.4.1.2, the annual refresher closes by the end of the calendar year.
- Schedule three-year traveler and NDEA refresher. Per DTS Regs section 0304 and Table 2 Note 1, traveler and NDEA refresher runs every three years.
- Retain training certificates. Per Chapter 2 paragraph 3, the ODTA retains the certificate file. The file holds the initial certificate, the refresher certificates, and the role-change certificates.
- Notify the LDTA on non-completion. Per Chapter 2 paragraph 3, the ODTA notifies the LDTA when an appointee does not complete training within two weeks. The LDTA removes permissions and accesses for non-compliant personnel.
- Remove permissions and accesses. Per Chapter 2 paragraph 3 and Chapter 6 paragraph 1, the LDTA pulls permissions for personnel out of compliance. Reinstate after training closes.
- Brief Privacy Act and records management. Per SECNAVINST 5211.5FSECNAVINST 5211.5F and 5 USC 552a5 USC 552a, the LDTA briefs every appointee on PII handling inside DTS. Per MCO 5210.11FMCO 5210.11F, the LDTA briefs DTS record retention rules.
- Audit training posture. Per Chapter 6 paragraphs 1-2, the LDTA audits training certificates against the Complete Traveler Information List during the monthly reconciliation. Stale training surfaces for action.

Common pitfalls
- COL refresher missed. Per DoD DTS Regulations paragraph 030301.B and DoD FMR Vol 5 Chapter 5 paragraph 3.4.1.2, the AO and LDTA complete COL refresher by the end of the calendar year. Missed refresher voids certification.
- Permissions granted before training closes. Per Chapter 2 paragraph 3, training closes before permissions flow. Granting before training breaks the rule.
- LDTA COL training skipped due to contractor exemption confusion. Per MCO 4650.39AMCO 4650.39A Chapter 2 paragraph 3, LDTAs complete COL training. Contractor LDTAs do not. Verify employment type before applying the exemption.
- Three-year traveler refresher tracked at the year level only. Per DTS Regs Table 2 Note 1, traveler and NDEA refresher runs every three years. A year-tracked cycle misses the rule.
- Certificate file incomplete. Per Chapter 2 paragraph 3, every appointee carries an initial certificate plus the refresher cycle. Missing certificates fail inspection.
- Permissions not removed on training non-completion. Per Chapter 2 paragraph 3, the LDTA removes permissions for non-compliant personnel. Stale permissions break the rule.
Decision points
- COL versus DAO training scope. Per DoD DTS Regulations sections 030301 and 030302, the AO appointed as CO completes COL. The AO authorizing travel only (DAO) completes the DAO training set per section 030302.D. The unit appointment decision drives the training path.
- Multiple-role appointment. Per DTS Regs section 0304, a DTS user serving in more than one role completes every required class set with separation of duties intact.
- Alternate training plan. Per DTS Regs section 0304, the DoD Component designates alternates and additional training. Confirm Marine Corps-specific additions with the LDTA.
- Contractor LDTA. Per MCO 4650.39A Chapter 2 paragraph 3, contractor LDTAs do not complete COL training. Verify employment type at appointment.
