Role and responsibility
The Reporting Senior (RS) writes the fitness report per MCO 1610.7BMCO 1610.7B Chapter 4. The Reviewing Officer (RO) reviews and signs. The S-1 chief tracks report preparation against the submission schedule. The PES clerk processes the electronic submission. The Marine signs acknowledging the report.
Source documents flow from the Marine's performance observation, billet description, prior reports, the unit's mission accomplishment data, and the reporting occasion details. Preparation actions land in PES as the drafted report through MMSB. Outputs include the certified fitness report Sections A through L, the RO signature, the Marine signature, and the OMPF entry on MMSB acceptance.
Per MCO 1610.7BMCO 1610.7B Chapter 4 paragraph 1 (General Administrative Instructions), preparation follows the order rules. Per paragraphs 4 through 16, each section has specific instructions: Section A through Section L. Section D covers Mission Accomplishment (paragraph 8). Section E covers Individual Character (paragraph 9). Section F covers Leadership (paragraph 10). Section G covers Intellect and Wisdom (paragraph 11). Section H covers Fulfillment of Evaluation (paragraph 12).
